Admissions of Second Bachelor's Degree Students
Admissions
of Foreign Students and Nonnative Speakers of English
To apply for admission,
submit the following:
- Completed
System Admissions Application Form. (Fall deadline is February
1; Spring deadline is September 1).
- Official
secondary school and all post-secondary school transcripts.
- Official
SAT-I or ACT (College codes: SAT-I/4867 and ACT/0902)
- Official
TOEFL scores
- Supplementary
Information Form for Foreign Applicants.
- External
Examination Certificates (if applicable), i.e. GCE A-Level,
HKCE.
- Application
Fee - Applicants must submit with the application a nonrefundable
application fee of $50.00 (certified check, money order, or
international money order, for those applying from foreign countries).
Do not send currency. The application and fee are processed
only for the semester specified on the application.
Complete the
application carefully, following instructions in the booklet, How
to Enroll in the University of Hawaii. If you are not a U.S.
citizen, or if you are a non-native speaker of English, or if you
have been educated in a country other than the U.S., refer to the
special instructions and supplementary information form for foreign
students.
Documents
must be submitted directly by the school attended or appropriate
testing agency to the Admissions and Records Office and must be
postmarked by the deadline. Unofficial, faxed, hand-carried, or
student copies of academic documents will not be accepted. Because
some programs have earlier deadlines or may fill their spaces
early, you should apply well in advance of the campus deadline.
The application and supporting documents become the property of
the University and are not returned or available for distribution.
Requirements for Admissions:
High
School Records (Secondary School) and College Records (Postsecondary
Studies)
All official transcripts, examination certifications (e.g., General
Certificate of Education) and other documents showing all school
work and any completed postsecondary work must be submitted to the
Office of Admissions and Records. All official transcripts must
be mailed directly by the institution or Ministry of Education to
the Office of Admissions and Records. Documents mailed or hand carried
by you or anyone else will not be accepted as official or used for
admissions consideration.
- Secondary
School transcripts must include a list of courses taken and
grades/internal marks received each year, class rank for the
last four years of secondary school, and an explanation of the
school's grading system. If transcripts with annual internal
marks are unavailable directly from the school, you may photocopy
your mark sheets or grade reports and have these certified by
a school official who verifies that a transcript is otherwise
not available.
- Postsecondary
school transcripts must include a list of courses taken, grades/marks
received, number of hours spent in each class per term, explanation
of the school's grading system, and your rank in class. You
may also be requested to provide course descriptions and a list
of text books used in each course.
- Photocopies
of external examination certificates must be certified by a
school or Ministry of Education official or issued by the examining
board and be sent directly to the Office of Admissions and Records.
- All documents
must be in English or accompanied by an English translation
that has been certified by a school or Ministry of Education
official.
Scholastic
Assessment Test (SAT)
The SAT-I, American College Test (ACT) or Graduate Record Examination
(GRE) is required of all undergraduate applicants (including foreign
applicants) except those who at the time of application have already
earned 24 semester credits in courses comparable to those at UHM
(excluding English Language Institute and Second Language Studies
courses) and taken at a regionally accredited college/university
in the United States. SAT-I for applicants outside the U.S. can
be obtained by writing to the College Entrance Examination Board.
Please list college code 4867 as the recipient of your results
on the application. The GRE can be taken when the SAT or ACT tests
are unavailable.
SAT-I applications
may be obtained by writing to the College Entrance Examination
Board, c/o Educational Testing Service, P.O. Box 592, Princeton,
NJ 08540. ACT applications may be obtained by writing to the American
College Testing Program, P.O. Box 414, Iowa City, IA 52243.
| Applicants
whose native language is not English, who were born outside
the U.S., who graduated from a foreign high school, or who
need a Certificate of Eligibility for F-1 or J-1 status must
complete the following language and financial verifications. |
Test
of English as a Foreign Language (TOEFL)
All applicants whose native language is not English must submit
an official TOEFL score report from a test taken within the last
two years. A minimum TOEFL composite score of 173 (Computer Score),
61 (Internet Score), or 500 (Paper Score) is required for admission
consideration. To be exempt from taking the UHM English Language
Institute (ELI) placement test and courses, a TOEFL score of 250
(Computer Score), 100 (Internet Score), or 600 (Paper Score) is
required. An official TOEFL score report must be sent directly
from the Educational Testing Service to the Admissions and Records
Office (Institution code 4867, department code 00). Applicants
with SAT-I verbal scores of 540 or better on the recentered scale
are exempt from taking TOEFL, but they must take the UHM ELI placement
test.
TOEFL applications
may be obtained by writing to Educational Testing Service, P.O.
Box 899, Princeton, NJ 08541.
The following
applicants are exempt from taking the TOEFL test:
- Native
speakers of English from Australia, Canada (except Quebec), Ireland,
New Zealand, United Kingdom, or the United States.
- Persons
with a bachelor's or higher degree from a regionally accredited
U.S. college/university or a recognized university in a country
listed under (a).
- Persons
with an Associate in Arts degree from any of the community colleges
within the University of Hawaii system.
- Persons
who have obtained 60 transferable semester credits with a GPA
of 2.0 or better at a university whose academic standing is
recognized by the University of Hawaii at Manoa and where English
is the primary language of instruction.
- Persons
who have completed at least six years of full-time schooling
with English as the medium of instruction at a middle school,
high school, college or university in a country listed under
(a), documentation of all six years is required.
- Persons
with IELTS score of 5.0 or better (academic section only).
- Persons
with SAT-I verbal scores of 510 or better (if test was taken
prior to January 2005).
- Persons
with SAT-I scores of 510 Critical Reading and 510 Writing
(if test was taken January 2005 and after).
The following
applicants are exempt from taking the ELI placement test:
- Native
speakers of English from Australia, Canada (Except Quebec),
Ireland, New Zealand, United Kingdom, or the United States.
- Persons
with a bachelor's or higher degree from a regionally accredited
U.S. college/university or a recognized university in a country
listed under (a).
- Persons
with an Associate in Arts degree from any of the community
colleges within the University of Hawaii system.
- Persons
who have obtained 60 transferable semester credits with a GPA
of 2.0 or better at a university whose academic standing is
recognized by the University of Hawaii at Manoa and where
English is the primary language of instruction.

Admission requirements are currently under review and subject to
change.
Hawaii
English Language Program
(HELP): The Hawaii English Language Program (HELP), is a noncredit,
comprehensive, intensive English language program for students
who wish to improve their English language proficiency for academic,
business, or professional pursuits. Most students in the program
are preparing to enter an American college or university. HELP
also offers an intensive TOEFL test preparation course. Admission
to HELP is open to individuals aged 18 or older who have completed
secondary school or the equivalent. There are four 10 week sessions
each year, beginning in January, April, July, and October.
International
students who meet our academic requirements but do not meet our
English language requirement, may be admitted to the university
on condition that they enroll in the HELP program and subsequently
meet our English proficiency requirements (minimum 173 - computer,
61 - Internet, or 500 - paper TOEFL score) within one year or
less.

Instructions for Completing
the Supplementary Information Form for Foreign Applicants:
- Section
A - Confidential Financial Information - All nonimmigrant students
who are to be issued an I-20 or IAP-66 for their nonimmigrant
visa (F and J) must complete this additional form and document
that sufficient funds in U.S. dollars will be available for
the duration of studies. Certification of Support and accompanying
bank statements must be signed within the last six months. The
approximate cost of attending UHM for a 12-month period (including
summer) is $27,000 for nonresident students or $18,000 for students
qualifying for exemption from the nonresident tuition differential.
- Sections
B-E - Academic Information - Foreign applicants, including U.S.
citizens and permanent residents whose native language is not
English, who were born outside the U.S., or who graduated from
a foreign high school must complete page 3.
- Official
Certification of Domicile - Students from countries listed on
page 1 of the Supplementary Information Form must complete page
4 to apply for an exemption from the nonresident tuition differential.
Applications
will be processed after all documents have been received by the
deadline.
Admission of International
Exchange Students
Foreign applicants
selected by an external scholarship program (i.e., Fulbright, Rotary
International, Mombusho Scholarship) or participating in a Manoa
campus exchange program may apply to the University as unclassified
international exchange students. International exchange students
intend to enroll at the University for a year or less for a specific
purpose other than to earn a University of Hawaii degree.
To apply
for admission as international exchange students, applicants must:
(a) submit transcripts verifying the completion of at least a
two-year course of study at a recognized tertiary institution
with a minimum GPA of 2.5 as evaluated by the Office of Admissions
and Records at the Manoa campus (for undergraduate students) or
a baccalaureate at a recognized college or equivalent (for graduate
students); (b) receive a minimum of 173 (computer-based), 61 (Internet-based),
or 500 (paper-based) on the TOEFL unless exempt (refer to Test
of English as a Foreign Language (TOEFL) for exemption criteria);
and (c) receive endorsement of a University of Hawaii at Manoa
academic department or field. Sponsored students intending to
complete a graduate degree at the University may apply as special
non-degree students.

Special Information,
Regulations and Procedures:
- Student
Visa: An I-20 AB (the Certificate of Eligibility for Nonimmigrant
F-1 Student Status) is sent to nonimmigrant students after admission
into an approved degree/certificate program and satisfactory
review of available funding for full-time studies. The I-20
AB is valid only for students intending to study full-time at
UHM. Students living abroad should present the I-20 AB and verification
of funding to the nearest consulate/embassy for an F-1 visa.
F-1 students transferring from another University in the U.S.
must present their I-20 to the UHM International Student Services
(ISS) to confirm their status at the beginning of the semester
of enrollment. J-1 visa holders must notify their sponsors for
specific information on visa procedures. Other nonimmigrant
visa holders - Students on other nonimmigrant visas should consult
an adviser at the ISS office about visa requirements and benefits.
- English
Language Institute (ELI): The ELI program provides supplemental
English instruction for nonnative speakers of English officially
admitted to UHM who need further formal English training. An
English placement examination is given to all students whose
TOEFL score is below (250 - computer score, 100 - Internet score,
or 600 - paper score) or who completed less than six years of
studies in an English speaking country. Since ELI assignments
take precedence over other course work, normal academic progress
may be delayed.
- International
Student Services (ISS): The ISS provides services, information,
and activities for nonimmigrant students attending UHM. It implements
University policies and procedures to assist and facilitate
successful collegiate experiences for international students
and provides advice on a wide range of concerns arising from
their nonimmigrant status. The ISS is specifically responsible
for all F-1 and J-1 students enrolled at UHM, monitoring their
immigration status and providing information to ensure that
students can maintain and gain maximum benefits from their program
of study.
Omitted or Fraudulent
Information:
All applicants
for admission are required to list all current and previous
enrollment in any postsecondary institution on the application form.
Applicants for admission who fail to inform the University of such
enrollment or who submit, or have submitted on their behalf, any
required information or document that is fraudulent or that has
been altered without proper authorization may be denied admission
to the University. If the omissions and/or alterations are discovered
after the student is enrolled, the student's admission may be rescinded
and his or her enrollment canceled. No transfer credits will be
allowed in future admissions. In addition, the student may also
be referred to the Student Conduct Committee for possible disciplinary
sanctions. |
