LTC Kevin McKay graduated from the University of Notre Dame in 1990 as a Distinguished Military Graduate and received a Bachelor of Arts degree in History. After graduation he attended the Infantry Officer Basic Course and completed Ranger School.

His first duty assignment was in Korea as a platoon leader for 1/5 Infantry. He was then assigned to Ft Rucker, AL as Executive Officer to the Warrant Officer Training Academy. In 1993 he was accepted in to Rotary Wing training and reassessed to Army Aviation. As an Aviation Officer he went back to Korea and served as Operations Officer for A Company, 501st aviation Regiment. After this assignment, LTC McKay attended the Officer Advance Course, Aviation Maintenance Course, and was assigned to the 2nd Armored Cavalry Regiment (ACR) at Ft Polk, LA.

LTC McKay served as Executive Officer for the Regimental Aviation Intermediate Maintenance Company and then commanded S Troop (Aviation Maintenance), 4th Squadron, 2nd ACR and deployed to Bosnia and Herzegovina in 1997 as part of the NATO security operations (SFOR). Upon redeployment and successful company command, he was assigned to the National Training Center (NTC) at Ft. Irwin, CA, where he served as an Observer Controller, training and evaluating aviation units and Brigade staff elements, While not in the desert training units, he attended Embry-Riddle Aeronautical University and earned his MBA. His Experience in training units at NTC was a key reason for assignment to Ft Stewart, GA in 2002. He served as Team chief, Operations Officer and Executive Officer for 1st Battalion, 351st Aviation Training Battalion where he was responsible for planning and coordinating all deployment and certification training for the National Guard and Reserve aviation units in the Southeast Region of the U.S. He also completed Command and Staff College (CGSC) at this time.

Following CGSC, he served as Brigade Aviation officer for 2nd Brigade Combat Team, 3rd Infantry Division at Ft Stewart, GA. He deployed to Iraq in support of Operation Iraqi Freedom (OIF III) as the Brigade Aviation Officer and also ran the Brigade Tactical Operations Center at night. Upon redeployment, he was made the Executive Officer of the Air Assault Battalion and oversaw refit activities and the movement of the battalion from Ft Campbell, KY to Hunter Army Airfield in Savannah, GA.

LTC McKay was then assigned to the Secretary of Defense (OSD), Department of POW/Missing Personnel Office (DPMO). As an external affairs specialist, LTC McKay coordinated and planned conferences throughout the year at various U.S. cities across the nation. These conferences focused on briefing family members of over 78,000 unresolved POW/MIA Service members, a highly sensitive and political program for the Department of Defense. He also served as Military Assistant to Ambassador Charles Ray, Deputy Assistant Secretary of Defense for DPMO.

His most recent assignment has been as the Plans Branch Chief at Human Resource Command, Alexandria, VA. As such, he has been responsible for forecasting and filling officer requirements throughout the Army's Active Component Officer Corps of over 54,000 officers. He recently finished a planning cycle accounting for the placement of 2,000 officers to required positions, world-wide.

LTC McKay's award include, the Bronze Star, Defense Meritorious Service Medal, Army Meritorious Service Medal, Army Commendation medal, Expert Infantry Badge, Ranger Tab, Basic Aviator Badge, Parachutist Badge, and the Air assault Badge. He is rated to fly 3 different types of Army Rotary Wing Aircraft.

LTC McKay has been married for 14 years to Deborah Gilpin-McKay, a Registered Nurse of 14 Years.

MSG Martin A. Soto, a native of Santo Domingo, DR, entered the U.S. Army in May 1984. He attended One Station Unit Training at Fort Sill, Oklahoma and was awarded the Military Occupational Specialty 13B, Cannon Crewman.

MSG Soto’s military education includes: Basic Training and Advanced Individual Training, Warrior Leaders Course, Basic Noncommissioned Officer Course, Drill Sergeant Course, Advanced Noncommissioned Officer Course, First Sergeant Course. Master Sergeant Soto holds an Associate of Science Degree from University of Troy in Alabama.

Prior to his assignment as Senior Military Science Instructor, MSG Soto served as the First Sergeant for HHS & Bravo Battery, as well as Operation Sergeant for 4th BN 11 FA, Fort Wainwright, AK; Platoon Sergeant, Charlie Battery and Intelligence Sergeant, 2nd Battalion, 3rd Field Artillery Giessen, Germany; Howitzer Section Chief Charlie Battery 4th BN 41 FA Fort Benning, GA. MSG Soto’s deployments include: Operations Desert Shield and Desert Storm as part of The 24th Infantry Division and Operation Iraqi Freedom as part of the 172nd Stryker Brigade Combat team.

U.S. Army

CPT Jesus Cruz serves as the University of Hawaii Army ROTC Assistant Professor of Military Science and Enrollment Officer - he has held this position since October 15, 2008. He is extremely knowledgeable in the program's eligibility criteria, benefits, and requirements - if you have a question about ROTC you need to give him a call immediately.

CPT Cruz is pursuing a PhD in Political Science. He has a Master's degree in Public Administration and a Bachelor's degree in English (Literature) from the University of Guam (GO TRITONS!). He has completed the Army's Intermediate Level Education (2009), Captain's Career Course (2007), and Officer Basic Course (2003). CPT Cruz has also completed the Pre-Command course, Physical Security course, Company Trainer's course, USAR Training Management course, Combatives Level I and II, Explosive Hazards course, HAZMAT course, Anti-Terrorism Level I and II, and many other military courses.

CPT Cruz's previous assignment was Company Commander of the 739th Engineer Company - a combat engineer unit (multi-role bridge company). Prior to that, he served as the 439th Engineer Battalion assistant S3, HHD Commander, and 916th Engineer Detachment (well-drilling) commander. He deployed (2004-2005) to Baghdad, Iraq with the 411th Engineer Battalion as a horizontal and vertical construction platoon leader. He performed numerous construction and combat missions. CPT Cruz also conducted many civil-military operations with the 39th Infantry Brigade Combat Team in Taji, Iraq. His primary mission focused on using his previous civilian experience (as a secondary education teacher) to aid in the improvement of Iraq's education system within his Area of Operations.

CPT Cruz is married to Vianna and has three daughters, Da'jah, Taylor and Rylie. He has taken Karate, Boxing, and Jui Jitsu classes for recreational purposes, and loves to train. In December 2009, he will run his first (and according to him his last) marathon (Honolulu Marathon). CPT Cruz also loves to go to the beach.

Born in Plainfield, NJ, 1SG (R) Todd Minicozzi attended and graduated high school in South Plainfield, New Jersey. Following his graduation he entered the United States Army in July of 1979 and attended OSUT at Ft. Benning, GA., Graduating from Infantry School on 27 September 1979.

Through out his 26-year career in the Army as an Infantryman he served in the 7th Infantry Division as a Squad leader, the 25th Infantry Division as a Section leader/PSG, the 101st Airborne Division (AASLT) as a PSG/PL/1SG, and with the 10th Mountain Division (Lt) as a PSG/1SG.

He also served as a Military Science Instructor (MSI) at the West Virginia University and as a Senior Military Instructor (SMI) at the University of Hawaii Army ROTC.

1SG (R) Minicozzi is a Veteran of Operation Desert Storm (IRAQ), Operation Joint Guard-SFOR (Bosnia) and Operation IRAQI Freedom (IRAQ).

On 23 February 2001, 1SG (R) Minicozzi was granted and assigned the distinction of, Distinguished Member of the 327th Infantry Regiment (DMOR). On 24 July 2002 he was bestowed the Order of Saint Maurice for his distinguished contributions and loyal support of the Infantry Branch.

His military education includes the Primary Noncommissioned Officers Course, Basic Noncommissioned Officers Course and Advanced Noncommissioned Officers Courses, First Sergeant Course Class #6-95, Air Assault School, ITV Trainers Course, Tow Master Gunners Course, Tow Leaders Course, Hazardous Material Course, Retention NCO Course, Maintenance Leader Course, Jungle Operations Training Center, Panama (seven times) Jungle Environment Survival Training Course (U.S. Navy), Small Unit Leader Supporting Arms Course (USMC), Instructor Course, Radio-Telephone Operator Course, School of Cadet Command and Army Pre- Commission Course (ACCP). 1SG (R) Minicozzi has attained an Associate in Applied Science Degree (AAS) in Business, from Excelsior College in Albany NY; earning eighty- five hours of credit with a 3.3 GPA.

MAJ Ne was commissioned as a Infantry Second Lieutenant in 1999 upon graduation from the Hawaii Military Academy, Waimanalo, HI.

His first assignment was in C Company, 2nd Battalion, 299th Infantry, 29th IBCT, where he served as a Rifle Platoon Leader. In 2001, MAJ Ne was reassigned to A Company, 2nd Battalion, 299th Infantry, 29th IBCT, as a Rifle Platoon Leader. In 2002, MAJ Ne was ordered to active duty with HHC, 25th Infantry Division (Light), where he served as an Operations Officer in support of Operation Joint Force, Camp Eagle, Bosnia-Herzegovina. In 2003, following his attendance at the Infantry Officer Advanced Course and Combined Arms and Services Staff School, MAJ Ne was reassigned to A Company, 2nd Battalion, 299th Infantry, 29th IBCT as the Company Executive Officer. His subsequent assignments include duty as a Teach, Assess, Counsel (TAC) officer at the Hawaii Military Academy and Troop Commander for Troop B, 1st Squadron, 299th Cavalry Regiment, 29th IBCT. From 2004 to 2006, MAJ Ne served as the Personnel and Intelligence Officer for the 2nd Battalion, 299th Infantry, 29th IBCT in support of Operation Iraqi Freedom at Camp Victory, Baghdad, Iraq. In July 2006, he was reassigned to HHC, 2nd Battalion, 299th Infantry, 29th IBCT as the units S3 Air Officer at the Keaukaha Military Reservation in Hilo, Hawaii. From 2008 to 2009 MAJ Ne served as the Plans Officer for the 1st Squadron, 299th Cavalry Regiment, 29th IBCT at Camp Buehring, Kuwait and as the LNO for 1st Squadron, 299th Cavalry Regiment to the 29th IBCT in Camp Arifjan, Kuwait, in support of Operation Iraqi Freedom. In Dec 2009 to Dec 2010, MAJ Ne was reassigned to HHT, 1st Squadron, 299th Cavalry Regiment, 29th IBCT, as the Logistics Officer. From Jan to Jul 2011, MAJ Ne was assigned as an assistant S3, HHC, 29th IBCT, Kapolei, and detached to the 29th BSTB as their plans officer. Currently, MAJ Ne serves as an Assistant Professor of Military Science at the University of Hawai’i – Manoa.

MAJ Ne’s military schools include the Infantry Officer Basic and Advanced Courses, Combined Arms Service Staff School, the U.S. Army Armor School, Cavalry Leaders Course, the Officer Strength Manager and the U.S. Army Airborne and Pathfinder Courses. MAJ Ne has a Baccalaureate Degree in Psychology from the University of Hawaii-Manoa.

SFC Tarina S. Settles, a native of Jackson, Mississippi, entered the U.S. Army in May 1995. She attended One Station Unit Training one at Fort Jackson, SC and was awarded the Military Occupational Specialty of 75 H Human Service Specialist, and the second one at Fort Sill, Oklahoma and was awarded the Military Occupational Specialty 13W, Meteorologist Crewmember.

SFC Settles’ military education includes: Basic Training and Advanced Individual Training (2), Warrior Leaders Course, Basic Noncommissioned Officer Course, Advanced Noncommissioned Officer Course, NBC Defense Course, EO Leaders Course, SR LDR Course, Total Army Instructor Training, ALMC SM GRP Instructor Course, Unit Prevention Leader Course, and HAZMAT Course. SFC Settles holds an Associate of Interdisciplinary Studies with a minor in Sociology Degree from Cameron University in Lawton, OK.

SFC Settles’ deployments include: Bright Star Egypt “97 and Relief of Hurricane Mitch, Soto Can, Honduras 98-99.

U.S. Army

CPT Frank Calvo Jr. is a native of Mariana Islands - Rota. In 2002, he enlisted in the Guam Army National Guard as an infantryman. In 2004, he contracted with the University of Guam Army ROTC and transferred to the University of Hawaii Army ROTC program in 2005 where he earned his commission in 2006.

CPT Calvo is pursuing his PhD degree in Kinesiology - emphasis in curriculum and instruction. He has a Master's of Science degree in Kinesiology and Leisure Sciences from the University of Hawaii at Manoa; Bachelor's degree in Health and Exercise Science from the University of Guam.

After completing the Medical Services Officer Basic Course in June 2007, CPT Calvo was assigned as the Company Executive Officer for Charlie Company, Medical, 29th BSB, 29th IBCT, Hawaii Army National Guard. He has completed Captain's Career Course at Fort Sam Houston, Texas (2009). In 2008-9, he was the rear detachment Battalion S-1 for 29th Brigade Support Battalion.

CPT Calvo is married to Stephanie They both enjoy sports and outdoor recreation. In addition, he is very family oriented. His favorite hobby is eating RICE, bar-b-que, and fish.








1LT William Keahi is a native of Hawaii, but has lived and traveled through out the mainland and world. He joined the Univ. of Hawaii ROTC program in 2006 and went to Leadership Training Course (LTC) at Ft. Knox KY in the summer of 06. Upon his return from LTC he was contracted into the ROTC program where he earned his Commission in the Hawaii Army National Guard in 2008. He also earned his Bachelor from the University of Hawaii at West Oahu in Public Administration.

After completing Armor Officer Basic Course in December 2008, he deployed with the 1-487 FA, 29th IBCT in Kuwait in support of Operation Iraqi Freedom. He commanded a Platoon of 8 HMMWV M1151s, which conducted convoy security throughout Iraq.

After returning from Kuwait Mr. Keahi was hired through the Civil Service and now works as the supply tech for the University of Hawaii and drills with the 1-299 (KOA), Bravo Troop (Black Dragons) as a Platoon Leader.

His Military awards include the Bronze Star Medal for Meritorious Service, National Defense Service Medal, Iraq Campaign Medal, Global War on Terrorism Service Medal, Global War on Terrorism Expeditionary Medal, Armed Forces Reserve Medal w/ Mobilization Device and Army Service Ribbon. He is happily married to Jacqueline Piedad Keahi and has a daughter Sarah Piedad Keahi.








Mr. Christ enlisted in the U.S. Army in June 1978 and retired September 1998. He worked as a supply clerk and supply sergeant at various army installations during his time in service.

He served as the supply technician for the University of Central Oklahoma prior to his move to the University of Hawaii and has been a part of Cadet Command for over seven years. Mr. Christ has been a civil service employee since 1999 starting with the U.S Air Force and working at the U.S. Air Force Academy in Colorado Springs, Colorado and also at Altus Air Force Base, Oklahoma.

He has an Associates of General Studies from Pikes Peak Community College. He is married to Annabelle from Jose Dalman, Philippines and has a daughter Kyleigh.

Mr. David M. Sullivan, a Department of the Army Civilian (DAC) has served as the Human Resource Tech at the University of Hawaii since November 2000. He was invited to serve as a guest instructor at the HRT course at cadet command and was selected as an inspector on the former US Army Cadet Command Region Inspection Team.

Mr. Sullivan completed a Bachelor of Science Degree in Business Information Systems from the University of Phoenix, Honolulu Campus in January 2000. His military education includes the Primary Leadership Course at Camp Jackson, Korea, the Battalion Training Management Systems Course at Fort Hood, Texas, the Basic Recruiters Course, Recruiting Station Commanders Course, and Advanced Non-Commissioned Officers Course at Fort Ben Harrison, Indiana, the Unit Equal Opportunity Course at Bamberg, Germany, the Admin Logistics Course at the Sergeant Majors Academy, Fort Bliss, Texas, the Pacific Warrior Orientation Course Schofield Barracks, HI, Passport Application Acceptance Program Course, State Dept., Washington DC, He has completed the basic HRA course at US Army Cadet Command, and Family Member Training course Level I.

Master Sergeant (R) Sullivan's assignments while on Active duty include initial training at Fort Jackson, South Carolina; Military Personnel Office, Fort Meade, Maryland,; 2d Adjutant General Company, 2d Infantry Division, Camp Casey, Korea; Military Personnel Center- Korea, Tague, Korea;. III Corps, Fort Hood, TX; Green Bay West Recruiting Station, Green Bay, Wisconsin, Rhinelander Recruiting Station, Rhinelander, Wisconsin; 2d Squadron, 2d Armored Cavalry Regiment, Bamberg, Germany and Saudi Arabia for Desert Shield/Storm. 65th Combat Engineer Battalion, Schofield Barracks, Hawaii. His final assignment was the NCOIC Personnel Operations Branch, Military Personnel Division (MPD), Headquarters Company, U.S. Army Garrison, Fort Shafter, Hawaii until the MPD was realigned under the 556th Personnel Services Battalion, 25th Infantry Division in June of 1998. He retired from Active Duty on 1 March 1999.

SFC (R) Warren S. Pennicooke, a Comtech Contractor has served as the Assistant Human Resource Tech at the University of Hawaii since August 2010. He was invited to serve as the Assistant Color Guard instructor at University of Hawaii-Manoa Campus.

SFC (R) Pennicooke completed a Bachelor of Arts in Liberal Studies from Thomas Edison State University, Trenton, New Jersey in 2006. He is currently working to complete his Graduate Degree in Liberal Studies and teacher's certification in order to teach Social Studies at the High School level. His military education includes the Primary Leadership Course at Fort Jackson, SC, the Battle Staff Course at Fort Bliss Texas, the Equal Opportunity Leaders Course at Schofield Barracks, HI, the Basic Instructor Course at Fort Knox, KY, the Advance Leaders Course at Fort Eustis, VA, the Air Assault Course at Fort Campbell, KY, the Warrior Leaders Course in Grafenwohr, Germany and the Combat Lifesaver Course at Fort Campbell, KY. He was also an instructor for the Battle Staff Course at Wheeler Army Air Field, HI.

SFC (R) Pennicooke's assignments while on active duty include initial training at Fort Jackson, South Carolina, 104th Transportation Company, Fort Devens, Massachusetts,; 535th Engineer Company, Grafenwohr, Germany,; 541st Transportation Company, Fort Campbell, Kentucky,; HHC DISCOM, 2ID Camp Casey, Korea,; Army Motor Vehicle Instructor 233rd Transportation Company, Fort Knox, Kentucky,; Platoon Sergeant 25th Transportation Company, Schofield Barracks,; Platoon Sergeant D Company, 725 MSB,; Platoon Sergeant A Company, 225 BSB, and A Company 325 BSB, Schofield Barracks, where he served as Section Sergeant, Platoon Sergeant, the Truckmaster and Pre-Air Assault Instructor before retiring. SFC (R) Pennicooke was deployed in support of Operations: Desert Storm, Iraqi Freedom III, VII and IX.

Mrs. Anne Taylor serves as the UH Army ROTC secretary.

She has been working in the School of Medicine and UH for nearly 10 years and has a Bachelors Degree from the University of Hawaii at Manoa, in Human Development.
