Born in 1964, Hwei-Lan Chang holds degrees from the Université de Toulouse le Mirail, 1995, and Ecole Superieur des Beaux-Arts de Toulouse, France, 1998. Chang has received numerous grants from the Taiwan National Culture and Arts Foundation.
