Center for Chinese Studies Fall 2009 Research Seminars on China series presents "Sovereignty on the Edge: Macau and the Question of Chineseness" by Cathryn Clayton, Assistant Professor, UHM Asian Studies November 10 (Tuesday), 3:00 p.m. Tokioka Room (Moore 319) How have conceptions and practices of sovereignty shaped how Chineseness is imagined? This talk addresses this question through the example of Macau, a southern Chinese city that was a Portuguese colony from the 1550s until 1999. As the Portuguese administration prepared to transfer Macau to Chinese control, it mounted a campaign to convince the city's residents, 95 percent of whom identified as Chinese, that they possessed a "unique cultural identity" that made them different from other Chinese, and that resulted from the existence of a Portuguese state on Chinese soil. This attempt sparked reflections on the meaning of Portuguese governance that challenged not only conventional definitions of sovereignty but also conventional notions of Chineseness as a subjectivity common to all Chinese people around the world. Cathryn Clayton, Assistant Professor in the Asian Studies Program, School of Pacific and Asian Studies at the University of Hawai'i, received an MA in East Asian Studies from Stanford University and a PhD in cultural anthropology from the University of California at Santa Cruz. Before joining UH, she taught in the Contemporary China Studies at the University of Macau. Her forthcoming book, Sovereignty at the Edge: Macau and the Question of Chineseness, will be published as part of the Harvard University East Asia Monograph Series.

The 19th Kipapa i ke Ala Lecture entitled, "Venture Capital in Hawaii: A New Era," will feature Karl Fooks. Karl is the president of the Hawaii Strategic Development Corporation, an agency of the state of Hawaii that partners with private sector investors to mobilize investment capital for the growth sectors of Hawaii's economy. Formerly a managing director and head of Private Equity in Asia for J.P. Morgan & Co., Karl has extensive experience as an investment professional. Prior to that position, Karl was head of Mergers and Acquisitions in Asia for J.P. Morgan & Co. He holds a master's degree from the Woodrow Wilson School of Public and International Affairs at Princeton University, a bachelor's degree from the University of California, Berkeley and hails from the North Shore of Oahu. The Kipapa i ke Ala Lecture Series was created in 2001 to help us understand how our state may benefit from the fast-paced changes in the worldwide marketplace. Kipapa i ke Ala translates into "paving the way", which is a befitting title for the lectures that bring the best and brightest from the world of international business to share their knowledge with students, faculty and members of the greater Hawaii community. Hawaiʻi Institute for Geophysics and Planetology Researcher Margo Edwards describes recent surveys identifying discarded military munitions dumped in the ocean south of Pearl Harbor since the late 1940s. Using submersibles and a remotely operated vehicle, the group identified various types of conventional and chemical munitions and collected water, sediment and sea life samples for analysis. Edwards, who is the Achievement Rewards for College Scientists-Honolulu 2009 Scientist of the Year, talks about her group's work on the Army-funded Hawai'i Undersea Military Munitions Assessment project. She is the former director of the Hawai'i Mapping Research Group, which develops and operates sidescan sonar and other tools to map the ocean floor, providing data on geologic processes from volcanism at mid-ocean ridges to ice sheet drainage on the Arctic sea floor.

Cheryl Beredo chronicles the establishment and growth of the Bureau of Archives, a part of the United States' government in the Philippines from 1898-1921. Exploring its rich, complex, and understudied history within the context of the colonial administration in the islands, Beredo, an archivist by training, asks: "If roads brought economic development of the Philippines, schools molded model citizens, civil service trained skilled laborers, and a bicameral legislature transformed natives into self-governable subjects, what did the state archive offer?" A graduate of Univ. of Pittsburgh and Cornell University, Cheryl Beredo is completing her doctorate in American Studies at the Univ. of Hawaii. Her research interests are American Studies, 20th century Philippine history and archival studies.

Title of Presentation: "Predicting and Managing Fire in Oahu's Nonnative Grasslands" Abstract of Presentation - one paragraph: Hawaii has a significant problem with wildland fires in landscapes where native woody communities have been replaced by nonnative invasive grasses. Wildfires burning in systems dominated by invasive grasses such as guinea grass (Urochloa maxima) often have negative effects on remnant native plant and animal populations, water quality, and human life and property. Many wildfires on military lands on Oahu are ignited by training activities, with subsequent negative impacts on training opportunities and military preparedness. In order to simultaneously train on military lands and protect remnant native species and communities, the grass/wildfire cycle must be managed and ultimately eliminated. A better understanding of the fuel, climatic, and fire behavior components of the grass/wildfire cycle on military lands is needed. In particular, models that accurately predict the probability of ignition, rates of spread, and fire intensity are urgently needed. Finally, to break the grass/fire cycle, restoration of native plant communities is needed to reduce the likelihood of fire occurrence and spread and to eliminate further conversion of remnant native plant communities to nonnative grasslands. Bio data for speaker introduction: Lisa is a second semester PhD student in NREM. She received a B.S. in Biology and M.S. in fire ecology from Oregon State University where she did plant community work following prescribed fire. She has previously worked on fire and fuels issues in the Great Basin, the Mojave Desert, Pacific Northwest, Guam, and Costa Rica.

Speaker: John Bullister Associate Professor Chemical Oceanography Pacific Marine Environmental Laboratory/NOAA "Dissolved Chlorofluorocarbons and Sulfur Hexafluoride as Transient Tracers in the Ocean" Abstract: Significant release of chlorofluorocarbons (CFCs) into the atmosphere began in the 1940s and atmospheric concentrations of these anthropogenic compounds increased rapidly during the following decades. Atmospheric CFCs dissolve in surface seawater and are carried into the interior of the ocean where they act as passive tracers of ocean circulation and mixing processes. Measured inventories of dissolved CFCs have been used in studies to obtain independent estimates of the formation rates of key water masses and changes in these rates of formation on decadal timescales. CFC can be used to estimate the rates of key biogeochemical processes in the ocean and have been especially useful in helping to improve estimates of anthropogenic CO2 uptake in the ocean. While the rates of increase of CFCs in the atmosphere have slowed in the past decade, sulfur hexafluoride (SF6) levels in the atmosphere have continued to increase rapidly, making this anthropogenic compound an especially valuable new transient tracer of recently ventilated waters. Sigma Xi Distinguished Lecture: Gray Wave of the Great Transformation: A Satellite View of Urbanization, Climate Change, and Food Security Marc Imhoff, Ph.D. Earth Scientist, NASA's Goddard Research Center Land cover change driven by human activity is profoundly affecting Earth's natural systems with impacts ranging from a loss of biological diversity to changes in regional and global climate. This change has been so pervasive and progressed so rapidly, compared to natural processes, scientists refer to it as "the great transformation". Urbanization or the 'gray wave' of land transformation is being increasingly recognized as an important process in global climate change. A hallmark of our success as a species, large urban conglomerates do in fact alter the land surface so profoundly that both local climate and the basic ecology of the landscape are affected in ways that have consequences to human health and economic well-being. Fortunately we have incredible new tools for planning and developing urban places that are both enjoyable and sustainable. A suite of Earth observing satellites is making it possible to study the interactions between urbanization, biological processes, and weather and climate. Using these Earth Observatories we are learning how urban heat islands form and potentially ameliorate them, how urbanization can affect rainfall, pollution, and surface water recharge at the local level and climate and food security globally. India's architectural and urban landscape is being remade in exuberant ways at a defining moment in its history. India is now a critical site of unprecedented urban, social and territorial rearrangements that are both exhilarating and paradoxical. A euphoric urbanism, triggered by new economic growths, mediatic technology and transnational practices, is also intersected by various paradoxes. Where does architecture sit in that landscape? Kazi K. Ashraf teaches at the School of Architecture and writes on the history and theory of architecture. One of his interests is architecture in Asia, particularly South Asia. His recently edited volume of "Architectural Design" titled "Made in India" received the International Committee of Architectural Critics Award from UIA (International Union of Architects).

The Women's Studies Colloquium Series is pleased to present: "The Blog of War: (Re)producing U.S. Soldiers in an Age of Terror" A talk by Brianne Gallagher (UHM Political Science) This presentation examines how online military cultures and soldier blogs circulate in the "public" as important popular cultural sites for imagining the U.S. soldier-figure in the current U.S.-led "war against terror." It explores how individuals and soldiers create online public and counter-publics through blogging practices, with particular attention to how the state is heavily invested in governing the ways in which these online forums shape the "face" of war to the "public." In which ways do blog cultures interact with the military-media-information apparatus in post-9/11 worlds? As this presentation illustrates, the U.S. military has made multiple attempts to police soldiers' online public participation in visualizing the "war against terror" to the (imagined) global online community since 9/11. Crucially, this presentation approaches these convergences between Internet culture and militarism by attending to the ways in which soldier blogs are policed and re-imagined in military policy in order to circulate gendered images of nation-ness. It concludes by turning briefly to Deborah Scranton's documentary film The War Tapes (2006) in order to provide a filmic example of how new digital technologies--such as solider blogs, photojournalism, and mini-cams-- might be politically wielded to create more unfamiliar "public" perceptions of the "war on terror" and the "honorable, soldier-figure" in Iraq. This event is co-sponsored with the UHM Political Science Department.

Workshop Topics: 1) Pacific Women and Demilitarization Struggles --Perspectives from women activists on organizing strategies, political analysis, personal and spiritual insights on demilitarization and decolonization work at various sites in the Pacific, especially with respect to environmental, economic, political, and cultural sovereignty and justice. 2) Strategic Storytelling --Situating and practicing the use of narrative and the sharing of our personal/political stories in order to create social change and foster intergenerational, multidimensional levels of healing, reconciliation, recovery of genealogies, and the creation of new possibilities. 3) Domestic Violence, Sexual Assault, and Human Trafficking: Transnational Perspectives on Violence Against Women --Creative, locally-based, grassroots analyses and strategies of social change and the transformation of social norms impacting gender-based violence, and violence against women as it manifests within and between national/international borders. 4) Race, Poverty, and the Law --Critical perspectives identifying the intersections of race, class, and gender subordination in specific communities, especially with respect to the role of the state, the law, and other institutions of power in exploiting these intersections in ways that concretely and severely affect women in communities of color in very specific ways. 5) Environmental Justice --Context-specific analysis and strategies on achieving environmental justice in the midst of conditions of pervasive militarism and a highly unequal capitalist economic system in illegally occupied Hawaii. 6) Health Legacies of Colonization Tracing the impact of colonization on the health of Pacific islanders and identifying the continuing harms Lunch provided! Creative director and arts entrepreneur Junko Wong presents the lecture "Behind Blythe: Creative Direction Behind a Pop Cult Icon" in conjunction with "Degrees of Distinction: Alumni Invitational Exhibition at the University of Hawai'i Art Gallery. A book-signing of Nā Wāhine ʻAuliʻi, Wong's story about Blythe's visit to Hawaiʻi follows the lecture. Junko Wong is the founder and president of Cross World Connections International, a firm that represents international artists and illustrators, operates three stores and an online illustration school. A driving force in the designer toy culture, she is the executive producer and creative director of the Blythe doll, a fashionable and highly-desired collectible. Wong received a BFA, 1980, from the Department of Art and Art History, University of Hawaii at Manoa, and has lived in Japan since 1983.

Fall 2009 Speaker Series INTERNATIONAL CULTURAL STUDIES CERTIFICATE PROGRAM "Post-racial Obama in Japan? Struggles of Blood Ideology amid Calls for Change" Dr. Christine Yano Dept. Anthropology, UHM This presentation examines race and the Obamamania phenomenon in Japan, particularly during Barack Obama's presidential campaign and continuing through 2009. When asked, many of these fans claim that Obama's race (whether African American or mixed) plays little or no part in his image or popularity, and that he thus heralds the possibility and acceptability of a "post-racial" figure. And yet, Japan is a country whose blood ideology persists. This ideology plays a part in defining who is or may be "Japanese," whether legally or culturally. It is an ideology that combines with historic relations with the United States and American racialism. Barack Obama must therefore be placed within a history of African American encounters and images in Japan. In this presentation, I ask the following questions: How is Obama's purported post-raciality inflected by persistent blood ideology in contemporary Japan? How does race take on different guises, whether vetted as commodity or nullified by humor? "The Magic of a Disappearing Sun" by Dr. Shadia Habbal (Astronomer, Institute for Astronomy, UH Manoa) For a few fleeting minutes, once every year or so, the Moon intercepts the light from the Sun, creating a shadow band a few hundred kilometers wide on Earth. It is during this event, known as a total solar eclipse, that stars appear in broad daylight and the intricate beauty of the outer atmosphere of the Sun, or its corona, is revealed. These are precious moments to witness but also precious for making unique observations of the corona. This presentation will highlight the human and scientific achievements that accompany the advent of a total solar eclipse. Title of Presentation: EcoTipping Points: Levers for Positive Change Abstract of Presentation: EcoTipping Points are catalytic actions that turn environmental and social decline to a course of restoration and sustainability. The EcoTipping Points Project (www.ecotippingpoints.org) has collected a hundred success stories from around the world to extract and disseminate the lessons they offer. What does it take to create an EcoTipping Point? The story of a farming community in Thailand, which restored its watershed to health after damaging it severely, points to key ingredients for success. EcoTipping Point studies offer exciting possibilities for Masters Plan B projects. The presentation will examine what it takes for communities to create their own success stories, as well as ongoing research and activities to refine EcoTipping Point principles and their application. Bio data for speaker introduction: Dr. Marten has lived and conducted ecological research in the U.S., Canada, Mexico, Honduras, Kenya, Thailand, and Japan. He has studied how a variety of ecosystems function and what determines whether human-ecosystem interaction is sustainable or not sustainable. In recent years he has focused on communicating to the public what environmental science and systems science offer that everyone should know.

Title: Analyzing the "Unstudied" Irrigation Systems to Facilitate Agricultural Water Use Planning in Hawaii Abstract: In the wake of the sugar industry's demise, the State of Hawaii is planning for the continued use of sugar plantation irrigation system infrastructure for agricultural water use to support the expansion of diversified agriculture and biofuel production. The purpose of this study is to collect and analyze data relating to the previously "unstudied" sugar plantation irrigation systems to facilitate agricultural water use planning. GIS data and maps were generated, documenting the location, status, and capacity of 10 of the unstudied systems. Spatial data were provided by the USGS National Hydrography Dataset (NHD). Attribute data were gathered from a number of sources, including Commission on Water Resource Management Declaration of Water Use files, topographical maps, and telephone interviews with system owners and operators. These data were used to asses the impacts of time, construction material, and location on system status. Time since plantation closure and location on the windward side of the island both had statistically significant (P < 0.05) negative effects on system status. Construction materials, as measured by system feature types, were found to have little effect on system status. Analysis indicates that system status is largely a function of time since sugar plantation closure, a variable which encompasses the combined effects of weathering, natural disasters, and lack of maintenance.

"Hawaii Clean Energy Law and Policy" by Douglas A. Codiga, Esq., Attorney, Schlack Ito Lockwood Piper & Elkind Abstract: Hawaii has embarked on a major transition from the use of imported fossil fuels to the use of renewable energy and energy efficiency, or "clean energy," for electricity production and transportation. This transition is driven by environmental and economic concerns and shaped by energy law and policy. This presentation will provide a brief overview of key developments in the emerging law of clean energy in Hawaii, including the Hawaii Clean Energy Initiative, the feed-in tariff and decoupling proceedings before the Hawaii Public Utilities Commission, Renewable Portfolio Standards, permitting and environmental review of commercial renewable energy development projects, transportation and electric vehicles, and the possible impact of federal legislation (such as the American Clean Energy and Security Act) in Hawaii.

This one-day intensive hands-on workshop is an introduction to Universal Design for Learning (UDL) in the classroom for teaching artists in public schools. In its third year, the state agency/private sector partnership with the UH College of Education, Hawaii Arts Alliance and the Hawaii State Foundation on Culture and the Arts, VSA arts -HI continues the outreach and promotion of inclusive classroom with teaching artists in the school. Held at the Hawai'i State Arts Museum in Honolulu, the UDL/disability awareness workshop is open to pre-service teachers and others at UH College of Education and others in the fields of arts and cultural access. The professional development workshop is offered to DOE approved Master Artists and consortium of public schools, cultural institutions, the University of Hawai'i system, and human service agencies.
