North Korean Nuclear Test and Implications

On Oct. 9, the North Korean government announced it had successfully tested a nuclear weapon. Regional leaders were quick to condemn the test, and to suggest that the Northeast Asian region would be fundamentally transformed by this new nuclear state. The Chinese government condemned the "brazen" act, Japan's new Prime Minister claimed that the test transformed regional security, and even South Korea's President, a supporter of engagement and dialogue with North Korea, acknowledged that the nuclear test has demonstrated that Seoul's engagement policy was "ineffective." Dr. Smith will explore the short-term implications of Pyongyang's nuclear test, and will discuss and evaluate the arguments being put forth as to how it will change the strategic relationships in Northeast Asia.

Dr. Sheila A. Smith is currently the project director for the multinational research project “Shifting Terrain: The Domestic Politics of the US Military Presence in Asia,” a cross-national study of the domestic politics of U.S. bases in Japan, Korea, and the Philippines. Her research and writing focus is on the U.S.-Japan alliance, and in particular the domestic politics that shape Japan’s security and foreign policymaking, and on the international relations of Northeast Asia. She has done extensive field work and research at the University of Tokyo, the University of the Ryukyus, as well as at Japan’s major national think tanks on foreign and security policy, the Japan Institute for International Affairs and the Research Institute for Peace and Security. Dr. Smith is currently an Associate in Research of the Reischauer Institute of Japanese Studies at Harvard University. She received her PhD in Political Science from Columbia University.
