Honolulu, Hawaii. Tonga has been governed by a monarchy since its national inception in 1875, albeit one somewhat circumscribed by a constitution pieced together by an Australian missionary who later became the Kingdom's first prime minister. In November 2009, a Constitutional and Electoral Commission empowered by Parliament proposed constitutional revisions designed to render Tonga more democratic. Parliament is expected to vote on the revisions shortly.
