Title:
A Statewide Study of Hawaii's EIA Process
Abstract:
Mr. Glenn participated in a recent statewide study of Hawaii's Environmental Impact
Assessment (EIA) process, which has culminated in legislative proposals to modernize state EIA laws (HRS Chapters 341 and 343). He will present the UH study focusing on research methods, the political context of the study, and events at the Legislature to
amend Hawaii's environmental review process. The talk with also include a brief
overview of the state environmental review process, its strengths and weaknesses, and its
current challenges.
Speaker Background
Scott Glenn is an environmental planner with TEC Inc. He graduated with a master's
degree from the Department of Urban and Regional Planning at the University of Hawaii,
Manoa in 2009 with a focus in environmental impact assessment. He participated in the
Hawaii EIA study as a graduate student and later as a research staff member.
