Professor Burkle spent his career in complex humanitarian emergencies related to conflict and conducts research on the common thread of public health emergencies that emerge from war. Although State Department preparations included efforts to mitigate excess mortality and morbidity,the sudden and unexpected transfer of authority for aid and reconstruction to the Department of Defense resulted in the canceling of critical programs designed to safeguard public health infrastructure and social protections. As the Deputy Administrator for the Bureau of Global Health at USAID and the first Interim Minister of Health in Iraq, Dr. Burkle will catalog the consequences of the political decisions that led to unprecedented preventable deaths and illness.

Professor Burkle is currently a Senior Fellow & Scientist at the Harvard Humanitarian Initiative, Harvard School of Public Health and Senior International Public Policy Scholar at the Woodrow Wilson International Center for Scholars in Washington, DC. He received his MD from the University of Vermont,MPH from UC Berkeley, and graduate degrees from Yale, Harvard, Dartmouth, the University of Geneva and the Royal College of Surgeons in Ireland.

He is qualified in Emergency Medicine, Pediatric Emergency Medicine, Pediatrics, Psychiatry, Public Health and Tropical Medicine. He is a retired Professor and Chair of the Division of Emergency Medicine, John A. Burns School of Medicine and Professor of Pediatrics and Public Health; former Senior Scholar and now Senior Associate Faculty, Department of International Health, the Bloomberg School of Public Health,Johns Hopkins Medical Institutes; and Professor of Community Emergency Health, Monash University School of Medicine, Melbourne, Australia. He has published over 200 peer-reviewed journal articles, book chapters and books, primarily on disaster medicine and humanitarian assistance.He has worked for the Red Cross, WHO, major NGOs and is a combat decorated retired Naval Reserve Captain who served with the Marines in 5 major conflicts and humanitarian crises as a civil-military liaison. He is a member of the Board of Directors of the International Rescue Committee, the world'slargest refugee NGO, and is the elected Chair of the National Disaster Life Support Consortium, American Medical Association. He was elected to the prestigious Institute of Medicine, National Academy of Sciences in 2007.
