Trends & Challenges of Growing Migration under the Compacts of Free Association

David Gootnick and Emil Friberg will present findings from the US Government Accountability Office (GAO), review the US Census and other data on trends in migration, and lead a discussion of the impact of compact migration in Hawai‘i, Guam, and the continental United States.
In November 2011, GAO issued a report to congressional requesters on compact migration: Compacts of Free Association: Improvements Needed to Assess and Address Growing Migration (GAO-12-64, Nov. 14, 2011) http://www.gao.gov/assets/590/586236.pdf This report describes the scale of compact migration to the United States; assesses the required federal enumeration of compact migrants; evaluates the reporting of compact migration’s impact in Hawai‘i, Guam, and the Northern Mariana Islands; and reviews the Department of the Interior’s grants related to compact migration.
David Gootnick has been Director, International Affairs and Trade at the Government Accountability Office since 2001. His portfolio includes development and economic assistance, insular affairs, and global health. From 1994 to 2001, Dr Gootnick served as Director of the Office of Medical Services at the USs Peace Corps. Prior to that he was a practicing physician and Director of the University Health Services at New York University.
Emil Friberg has been Assistant Director/Senior Economist, International Affairs and Trade at the Government Accountability Office since 1999. His portfolio includes development and economic assistance and insular affairs. From 1988 to 1999, Friberg worked as an economist at GAO.
After the seminar, Mr Friberg will be available to discuss career opportunities with GAO.
