Poor, belligerent, and repressive, North Korea has confounded predictions of its collapse. Can the regime, now in the third generation of hereditary leadership, continue to manage the internal and external stresses that it confronts? What, if anything, can the outside world do to promote a trajectory that addresses the country’s manifest humanitarian needs, and encourages less repressive internal practices and less fraught external relations?
