Philippine-American Relations: An Update
By Ambassador Willy C. Gaa, Philippine Ambassador to the United States
Ambassador Gaa’s talk will revolve around the current state of Philippine-American relations, particularly issues in foreign policy, politics, the economy and national security. An important aspect of his talk is the evolution of Philippine foreign policy as envisioned in the Philippine Constitution before and after 1986, the direction it has taken, as well as its substance, judging from previous administrations but especially under President Gloria Macapagal-Arroyo. He will touch on major topics, such as the Spratly islands, the UN Millennium Plan, Overseas Filipino Workers, ASEAN, globalization, economic growth, terrorism, and diplomacy in the region, especially as it pertains to the Philippines.
Prior to his current appointment, Ambassador Gaa was assigned to the Philippine Embassy in Washington, D.C. as Charge d’Affaires and Deputy Chief Mission in 2006. He also served as Philippine Consul General in Los Angeles, and was Ambassador Extraordinary and Plenipotentiary (AEP) of the Republic of the Philippines to the People’s Republic of China. His previous postings as Ambassador (and non-resident Ambassador) include Australia, Libya, Tunisia, Malta and Niger, and Consulate General in New York
