Topic: "The Dynamics of China's Political Economy: Rebalancing and the Evolution of Sino-Capitalism"

Speaker: Dr. Christopher A. McNally, Associate Professor, Chaminade University; Adjunct Senior Fellow, East-West Center

This seminar examines how the dynamics of Sino-capitalism are shaping recent policy initiatives that aim to rebalance China's economic development model. Even though China’s new policy thrust incorporates more forceful economic liberalization and other reforms, retaining and strengthening state control over crucial areas of socio-economic governance remains central. China is therefore pursuing a policy package of refurbishing its state-guided form of capitalism, strengthening both state governance capacity and market forces in the process. In this context, the new 60-point reform policy package announced in November 2013 manifests that the basic institutional features of Sino-capitalism are likely to be quite stable over time and continue to define China’s evolving political economy.

About the Speaker:

Dr. Christopher A. McNally is an Associate Professor of Political Economy at Chaminade University and Adjunct Senior Fellow at the East-West Center in Honolulu, USA. His research focuses on comparative capitalisms, especially the nature and logic of China’s capitalist transition. He is also working on a research project that studies the implications of China’s capitalist reemergence on the global order.

He has held fellowships conducting fieldwork and research at the Asia Research Centre in West Australia, the Institute of Asia Pacific Studies at the Chinese University of Hong Kong and at the Shanghai Academy of Social Sciences. He received his Ph.D. in political science from the University of Washington. He has edited four volumes, including an examination of China’s political economy: China’s Emergent Political Economy – Capitalism in the Dragon’s Lair (Routledge, 2008). He also has authored numerous book chapters, policy analyses, editorials and articles in journals such as Business and Politics, Communist and Post-Communist Studies, Comparative Social Research and World Politics.
