Federalism in the Philippines

Philippine Senator Aquilino Pimentel is advocating federalism for the
Philippines to replace the current centralized unitary system. He thinks a federal system is a next
logical step to devolution, which is mandated by the Local Government Act, which the senator authored.
But, is federalism viable in the country's political system? Will this be a better set-up for
Mindanao, which continues to be a region in turmoil?
These questions will be analyzed by Dr. Brillantes in his lecture. He is Professor of Public
Administration at the University of the Philippines and former Executive Director of the Local
Government Academy in the Philippines.
