Proposals for new academic programs should follow the "Authorization to Plan" process and the guidelines provided in the UH Executive Policy E5.201, Appendix B. Departments considering distance delivery of both new and existing academic programs, must also follow the "Checklist of Elements for Distance Delivered Program Proposals". This is intended as an aid to the writing and the reivew of distance delivered program proposals at the University of Hawaii at Manoa. While the details of the process for reviewing proposals are academic unit based, the basic process is as follows:

1. Department review
2. College curriculum committee
3. College Dean
4. Manoa Chancellor (who will transmit proposal to Manoa Distance Learning Committee for review)

For new programs:
5. Manoa Faculty Senate (proposal transmitted from Manoa Chancellor)
6. Manoa Chancellor
7. President
8. Board of Regents
