Microorganism species on the List of Nonrestricted Microorganisms, chapter
4-71A, Hawaii Administrative Rules, do not require a permit to enter Hawaii.
Species of nonrestricted microorganisms that do not require a permit to
enter the State are still subject to the pre-entry and inspection
requirements listed below:
- Any microorganism imported into Hawaii by mail or air express as
individual parcels shall be plainly and legibly marked on the outer
packaging, "Live Organism" and "This Parcel May be Opened and Delayed for
Agriculture Inspection." Infectious microorganisms affecting humans and
animals shall be packaged and labeled or marked in accordance with transport
requirements of the U.S. Department of Transportation, 49 CFR parts 171-180
and the U.S. Department of Health and Human Services 42 CFR part 72. USDA
guidelines should also be followed.
- A bill of lading, waybill or other shipping document (BSP-2 may
suffice) that is plainly and legibly marked "Agriculture Inspection
Required" shall accompany any microorganism imported into Hawaii by means
other than stated in No. 1 above.
- Any microorganism imported into Hawaii by mail or any other means,
shall be accompanied by an invoice, packing list or other document (BSP-2
may suffice) indicating the quantity and scientific name of each
microorganism contained in the shipment.
- All microorganisms shall enter the State through the port of Honolulu.
- The importer or transportation company, as applicable, is required to
provide the Plant Quarantine Branch (PQB) with the following information in
writing. BSP2A will suffice.
- Waybill number
- Container number
- Name and address of the consignor
- Name and address of the consignee or consigneešs agent in the State.
- Number of packages
- Description of the contents of each package
- Port of entry and
- Other pertinent information determined necessary by the PQB.
- Microorganisms imported into the State shall be from cultured stock.
Microorganisms not from cultured stock require a permit and approval from
the Board of Agriculture in advance of shipment.
- A shipment containing a microorganism that has been inspected and passed at
the port of entry will be stamped "PASSED" as shown in the sample below.

If the "PASSED" stamp does not appear on the container or any document
accompanying the shipment, you must call the PQB at (808) 837-8413, Sunday
- Saturday 7:45 a.m. - 4:30 p.m. or at (808) 586-0860, Monday - Friday, 7:45
a.m. - 4:30 p.m. to make arrangements for an inspection. If unable to
contact, please call BSP at 956-3197. Noncompliance with any of the
requirements listed in this letter is a violation of chapter 4-71A, Hawaii
Administrative Rules, and may be subject to citation.
Approval and pre-entry and inspection requirements for importing species of
microorganisms without a permit may be subject to change at any time due to
statute or administrative rule amendment or Board action. If you want to
import additional microorganism species you must notify BSP.
