Program Overview

The University of Hawai'i at Mānoa (UHM) offers a graduate certificate program in public policy. This multidisciplinary program targets graduate students in geography, political science, public administration, sociology, social work, and urban and regional planning; as well as public officials and researchers working in policy and legislative settings. Most classes are scheduled in the evenings or weekends to accommodate students who may be working professionals.

The program's curriculum emphasizes public policy theory, knowledge, methods, skills and practice. Students will acquire a set of methodological and quantitative skills necessary for conducting applied analytic research. They will develop the necessary professional capabilities to lead public and private agencies dedicated to enhancing community welfare.

The curriculum consists of a set of required core courses, an elective to be selected based on the student's major area of concentration, a community- or field-based internship, and an integrative seminar. For the seminar, the student will conduct a policy analysis study for an external client on an issue mutually agreed upon by the student, the client and the course instructor. The student will present the final analysis of the issue in a paper that sets forth policy options and "best alternative" recommendations.
