INTRODUCTION

On January 15, 1995, the Hawaii Information Congress 95 was convened at the East-West Center. This first time event was sponsored by the Aloha Chapter, Association for Information and Image Management ("AIIM"), AT&T, the East-West Center, GTE-Hawaiian Tel, Oceanic Communications, Olelo, the State of Hawaii Public Utilities Commission, and the Hawaii State Legislature.

The purpose of the Congress was to bring together a group of knowledgeable, sophisticated providers and users of information technology in a forum which would permit them to discuss future applications of the emerging information technology infrastructure in the year 2000.


BACKGROUND

Planning for the Congress began in February 1994 as an AIIM educational program. Members of the Aloha Chapter's executive committee met with Senator Carol Fukunaga in an effort to begin the planning process.

About this same time, the Public Utilities Commission ("PUC") began a series of facilitated meetings. These meetings were chaired by Peter Adler and Kenneth Fukunaga, who were recruited through the Judiciary's Center for Alternate Dispute Resolution.

These facilitators met through August 30, 1994 with principally provider representatives in an effort to reach the highest level of consensus on the PUC's infrastructure docket. Two reports were prepared as a result of these meetings, and submitted to the PUC.

During the initial pendency of the Infrastructure Docket, planning for the Congress was held in abeyance to permit the Docket to proceed to its conclusion. However, during the meetings which comprised the Docket, it became clear that representatives from the various user communities were not represented, and would probably have important information to relay to the PUC. The format of the Docket meetings, however, was not meant to include such users, and both facilitators began discussing a plan to use the idea of a Congress for that purpose.

A steering committee was formed, which consisted of individuals from the private and public sectors. Both Peter Adler and Kenneth Fukunaga served as co-chairs of this steering committee. The committee eventually came to include the following individuals: Gordon Bruce (Director, Administrative Services, Campbell Estate); Larry Cross (President, Hawaii ONLINE); Senator Carol Fukunaga (Hawaii State Senate); Darlene Field (Hawaiian Dredging Construction Co. and a Vice President of the Aloha Chapter); Dean Takazawa (Assistant Vice President, SERVCO Pacific and the Secretary of the Aloha Chapter); Richard Turner (Executive Director, Olelo); Marlon Wedemeyer (Hawaii Educational Networking Consortium); Mickey Whittig-Harby, (Director, Community Relations, Olelo), Herbert Yamasaki (Campbell Estate and the Treasurer of the Aloha Chapter); Garret Yoshimi (Director, Computer Services, East-West Center).

The steering committee met many times in designing the Congress and implementing it. To their credit, they continued to work on this project in the face of fast approaching deadlines and the holidays, usually a deadly combination that results in delays.
