How Well Your City Works
The Key Words are "Relative Location - Relative Location - Relative Location"

Does your city map show the economic function of your city on the map?
(If not, you need to explain this in the writing)

Do you you have adequate networks for people?
Do you have power? (power plant for example?)
Do you have water? (sewage plant for example?)
Does your housing space take up half the land?
Are your schools near the housing?
Are your parks near the housing?
Do you have shopping near the residential areas?
Your taller buildings should be clustered downtown. Are they?
Manufacturing plants should be on the outer edge of town. Are they?
Shopping malls must be near major highways. Are they?
Is your city safe?
Is your city accessible?
