Message from the Director

Aloha and welcome to the Hawai`i Procurement Institute website! This forum is brought to you as a service from the William S. Richardson School of Law, Hawai`i Procurement Institute. The Hawai`i Procurement Institute (HPI) was conceived with a vision to provide a neutral, independent procurement think-tank and education institute devoted to delivering quality study and instruction in all areas of federal, state, and local procurement laws for the benefit of the entire sector of procurement professionals.

The Hawai`i Procurement Institute focuses on developing training, producing literature, and analyzing issues impacting government procurement of goods, supplies, services, and construction within the State of Hawai`i, with special emphasis on promoting effective public policy to assist in efforts to improve the infrastructure of the state. Another important focus of the Institute is to help promote stable economic growth in the private sector and appropriate accountability and administration in the public sector. These objectives will be achieved through study, analysis, and, above all, education.

The Hawai`i Procurement Institute exists to:

  • Promote a professional acquisition workforce;
  • Provide procurement education and training;
  • Conduct and promote research, conferences, and studies to analyze the state's procurement process, laws, policies, methods, regulations, and procedures;
  • Provide reports and recommendations regarding federal, state, and local procurement initiatives;
  • Raise funds to establish and maintain an electronic procurement library; and
  • Promote procurement education throughout the Pacific.

While the Hawai`i Procurement Institute relies on outside funding to exist, its supporters will strive to bring quality information to the contracting community through workshops, seminars, and, in the future, short courses and extended conferences. The Hawai`i Procurement Institute invites all interested federal and state entities, private and non-profit institutions and organizations, and individuals to participate in the development of this new and exciting venture in procurement education. The supporters of the Hawai`i Procurement Institute wish to thank you in advance for the contributions you will make to this endeavor.
