Researching the institutions, their majors, locations, admissions policies, housing, and their costs will give you real data to evaluate the costs and benefits of attending an institution. A four-year education can be costly when you factor in room and board, transportaton and tuition. There is a consortium of western states, that includes Hawaii but excludes California, that participate in the Western Undergraduate Exchange (WUE) program. The agreement reduces the out-of-state resident tuition to eligible students in participating states to resident plus one-half. Some colleges have restrictions on the programs or number of students they accept on WUE exchange.
