State Postsecondary Education Commission (SPEC)

In 1974, the State Postsecondary Education Commission (SPEC) was established by the legislature to provide a framework to preserve Hawai‘i's continued eligibility to receive and disburse federal student aid funding under Title IV of the federal Higher Education Act of 1965.

Membership of SPEC includes the UH Board of Regents, plus four other members representing the general public, as well as public and private nonprofit and proprietary postsecondary education institutions. The 1974 law placed SPEC within the University of Hawai‘i for administrative purposes with the UH President serving as its administrative officer and administratively operated by the UH System Office of Student Affairs.
