News: NIH Announces Initial Plans to Transition to Electronic Submission through Grants.gov eRA Newsletter: August 4th, 2005 eRA System Update: Common Alert NIH eRA and Grants.gov article from NCURA April/May 2005 ----------------------------------------- Memo from the Vice President regarding Electronic Submissions OFFICE OF THE VICE PRESIDENT FOR RESEARCH MEMORANDUM Date: September 26, 2003 To: Vice Presidents, Chancellors, Deans and Directors Administrative and Fiscal Officers From: James Gaines Interim Vice President for Research Subject: Policy on Submission of Electronic Proposals to Sponsors The policy of the University of Hawaii is that all proposals to funding agencies must be reviewed by the Principal Investigator’s Department Chair, Dean/Director/Chancellor, Fiscal Officer, and by the Office of Research Services (ORS) prior to being submitted to a sponsor. Most funding agencies are not aware of our policies and sometimes ask investigators to follow a submission procedure that bypasses the University’s institutional review process. There have been occasions when an agency has asked that proposals be sent directly from the investigator to the agency via electronic means. In some cases, the agency did require an “official” copy signed by a University representative, to be sent later. When there is direct submission or dual submission without institutional review, there is a chance for problems to arise. Certain requirements may be omitted or there may be differences between the versions, which may delay the execution of awards or expose the University to fiscal or compliance risk. To protect the interests of UH faculty and staff who submit proposals and the interests of the University, on-line or other electronic versions of proposals must be submitted first to the Department Chair, Dean/Director/Chancellor, Fiscal Officer, and to ORS. After obtaining the appropriate university approvals, the investigator may then follow the sponsoring agency’s submission procedure. If any changes are made to the copy being sent, a copy of the new version must be forwarded to ORS. Please share this information with your investigators |
