First, I have a problem with how the SP process is being driven from the top down.

a.At the community colleges, UHCCP 4.101 (May 2006) has spelled out the mission of the Community Colleges very clearly. The first item is "Access: To broaden access to postsecondary education in Hawai`i, regionally and internationally by providing open door opportunities for students to enter quality educational programs within their own communities." Has the mission of the UH community colleges been changed by having a new strategic outcome #1: Native Hawaiian Educational Attainment?

b.Some of my community college colleagues are quite concerned about this shift in our mission via the new UHCC and UH Strategic Plans that places as number 1, the provision of access to a special group at the exclusion of other groups. When we have voiced concerns, according to VP Rota, "Colleges are to use the UH system/UHCC sytem Outcome clusters, Action Outcomes, data and wording for each but colleges may 'add' other items.(UHCC Strategic Planning Council Reord of Proceedings, Jan. 25, 2008)

c.BOR Policy, Chapter 4, "Planning," Section 4-3.d. specifies that "Subunit academic plans for each community college and for schools... are developed by campus administrators, with appropriate involvement of faculty, staff, students, and the community and approved in principle by the President...." The timeline for consultation on the UHCC SP indicates that our campus has less than 2 months to prepare its plan before it is presented to the President and then the BOR for approval. How are we, at the campus level, to utilize shared governance in the development of our plan, in accord with BOR Chapter 4, when we have already been told what our campus priorities must be? Will our campus be locked into making budgetary decisions until 2015 based on what the System dictates that ALL UHCC's need to achieve?

d.In Fall 2007, each campus was visited by UH administrators to determine if the current UH System Strategic Plan goals should be retained. There was general agreement that the goals were sufficiently broad and should be kept. The original Goal #1 was "Educational Effectiveness and Student Success." Mysteriously, sometime in late Fall 2007, this was changed to Strategic Outcome #1--"Native Hawaiian Educational Attainment: Position the University of Hawai`i as one of the world's most foremost indigenous-serving universities by supporting the access and success of Native Hawaiians."

Second, this public comment board does not show what the current Strategic Outcomes are. Strategic Outcome #1 that is currently showing on this website is 1: "Educational Effectiveness and Student Success." #1 has now become "Native Hawaiian Educational Attainment: Position the University of Hawai`i as one of the world's most foremost indigenous-serving universities by supporting the access and success of Native Hawaiians" but the link on the discussion board does not show this wording.

Conclusion and recommendation. In the original Strategic Outcome#1 (Educational Effectiveness and Student Success), the true mission of our UHCC's is retained. Several colleagues and I would like to see that Strategic Outcome reinstated and identify support for Native Hawaiian educational attainment as one indicator and include other under represented groups in another indicator. But both would be under the same original Outcome. If you can find the current (as of January 2008) draft Strategic Outcomes for 2008-2015 and if you look at both #1 and #2, the Action Outcomes and Performance Indicators for both are identical except for the ethnic groups. Merging both Action Outcomes and Performance Indicators under the original Strategic Outcome #1: "Educational Effectiveness and Student Success" seems logical and reasonable. And giving campuses more flexibility in choosing how the Strategic Outcomes can be arranged and how the Performance Indicators can be used would enable each campus to develop its strategic plan based on its community.
