February – December, 2008 – Environmental Assessment
June 2008 – August, 2009 – Architectural and Engineering Design
October, 2009 - Contracts Set, Construction Begins
June, 2011 - Construction Completed
October, 2011 - Certification Completed
Facility Expected to be Operational by the end of 2011
