I. Purpose

  1. To promulgate full-time and per-credit-hour tuition schedules approved by the Board of Regents.

  2. To codify summer tuition rates approved by the President.

  3. To make available to the public special credit tuition rates approved by the President.

II. Definitions

Tuition is the basic charge for students to be enrolled in credit programs offered by the university. Tuition shall be established for full and part-time attendance and shall also be established for the apprenticeship and journey worker classes offered by the community colleges.

There are several categories of tuition including:

  1. Regular tuition:  Tuition for attendance in credit courses offered during the regular Fall and Spring semesters.

  2. Special credit tuition:  Tuition for special programs, formats or populations including differential tuitions and tuition for attendance in credit courses offered through extension and outreach programs; and tuition for attendance at courses offered as part of the apprenticeship and journey worker programs.

  3. Summer tuition: Tuition for attendance in credit courses offered during the summer.

  4. Cross-Campus Course Sharing (C3S) tuition that applies to a select set of classes taught at one campus (offering campus) and made available to students at other campuses with the intent to expand opportunities for students, to smooth transfer pathways, and to support state workforce needs.

  5. Upper division classes are courses offered for junior and senior level credit. At UH, these classes are numbered 300 to 499.

III. Executive Policy

  1. Various tuition types are set according to RP 6.202 and listed in Attachment 1.

  2. Exceptions to the policy
    Special situations described below may be applied across all tuition types.
    1. Cross-Campus Course Sharing (C3S)
      All classes using the C3S code will be charged a tuition rate aligned with the Community College rate for 100 and 200 level courses and aligned with the UH West O‘ahu/UH Hilo rate for 300 and 400 level courses, irrespective of their home campus or residency type.

    2. Banded tuition
      Full-time regular tuition applies to students enrolling for 12 or more credits at UH Mānoa, UH Hilo, and UH West O‘ahu. Full-time regular tuition also applies to students enrolling for 12 or more credits in UH Maui College’s four-year degree programs. Full-time regular tuition is the per credit tuition rate multiplied by 12 for the respective campus.

      At the Community Colleges (except UH Maui College’s four-year degree programs), tuition is charged on a per credit basis for all enrolled credits.  With the exception of C3S, in accordance with university concurrent enrollment policy, students enrolling at multiple institutions/campuses during the same term pay the applicable tuition at each campus. Unless a special tuition schedule applies, regular day tuition applies to any credit course offered throughout the year for which a General Fund appropriation is authorized.

    3. Upper division (300 level) classes at the Community Colleges
      Higher tuition applies to upper division courses taught at the Community Colleges. When a Community College is authorized to offer upper division courses, they will charge the UH West O‘ahu/UH Hilo tuition rate.

IV. Delegation of Authority

  1. Special Credit Tuition Rates
    The Board has delegated the authority to the President or the President’s designee to set special credit tuition rates in RP 6.202.IV.A.  These rates will be posted in an attachment to this EP.

  2. Summer Tuition
    The Board has delegated authority to set summer tuition rates annually to the President or the President’s designee in RP 6.202.IV.B.  This delegation is based on the expectation that summer rate increases for residents are in line with the rate of increase of the academic year immediately preceding summer and that non-resident rates will not be lower than resident rates.  Summer tuition for residents at UH Mānoa, UH Hilo and UH West O‘ahu will be set at the same rate as the regular tuition in the previous spring semester.

    For the Community Colleges, the rate of increase in resident summer tuition rates will be no higher than the rate of increase in regular tuition for residents in the spring previous semester.  In addition, special lower rates may be set at the same level as the regular tuition in the spring semester immediately preceding summer for continuing students or specific classes.  The Community Colleges may also set tuition at the same rate as the University of Hawai‘i at Hilo for upper division courses.

    Any increase in summer tuition rates for residents beyond the rates stated above shall require Board of Regents approval.

    Non-resident summer tuition rates for all campuses will be set by the campuses based on the balance between affordability and financial requirements to cover costs.

    This delegation of authority was approved by the Board of Regents on January 19, 2012, and revised on November 19, 2015.
