To establish and promulgate guidelines concerning the tuition status for current or continuing University of Hawai‘i students who have qualified for the Board of Regents non-resident tuition exemption as active-duty service members and their authorized dependents stationed in Hawai‘i when the military service member is transferred due to military orders.

No policy specific or unique definitions apply.

1. Continuing students who have qualified for the Board of Regents non-resident tuition exemption as authorized dependents of active-duty service members and active-duty military personnel stationed in Hawai‘i will continue to be exempt from paying the non-resident tuition differential, should the military service member be transferred out of the State of Hawai‘i due to military orders.  This will be effective as of Fall 2026.


2. To receive this benefit, active-duty members, their authorized dependents, members of the Hawai‘i National Guard and the Hawai‘i Reserves, shall no longer need to provide proof of their status as long as they meet the following:
   
   1. Maintain continuous enrollment
   
   
   2. Have an approved leave of absence or in the case of those enrolled at the community colleges, given notice to the Office of the Registrar and the school’s Certifying Official.
   
   
   3. Have been deployed.
   
   
   4. Activated for service.


3. Eligibility for this benefit shall extend until the student completes the approved degree or program level, so long as the military service member on whom eligibility is based remains on active duty.
   
   Should the service member officially retire from active duty, their dependents will be eligible to receive the University’s non-resident tuition differential exemption under RP 6.208 in accordance with Public Law 116-315, Section1005.


4. Students will no longer be eligible for this benefit if at any time the active-duty military service member voluntarily separates from the military. Separated service members and their dependents will be eligible to receive the University’s non-resident tuition differential exemption under RP 6.208 in accordance with Public Law 116-315, Section 1005.


5. Students may transfer or change home campuses within the University of Hawai‘i system and maintain their designated exemption status.
