SAPFB is the governing body that financially supports co-curricular programs on campus. These programs include, but are not limited to, intercollegiate athletics, intramurals, University Theatre, University departments and registered organizations. Established by the Board of Regents, SAPFB is one of 6 chartered student organizations at UHM and recieves its funding from student fees: $2.70 from students enrolled for 8 or more credits.

Each fall and spring semester, SAPFB invites student organizations and UHM departments and programs to seek grants. Groups submit detailed proposals for funding specific programs. After meeting with representatives from the grant-seeking organizations to learn more about their projects, Board members review and make recommendations as to the amount of funding to grant each organization. Recommendations are forwarded to the Manoa Vice Chancellor for Student Affairs for approval.
