ARTICLE I

Official Name

The official name of this organization shall be the Special Library Association and American Society for Information and Technology Student Chapter at the University of Hawaii at Manoa, Library and Information Science Program.

ARTICLE II

Purposes

The purposes and aims of the organization are:

A.      To facilitate and encourage participation in the Special Library Association and American Society for Information and Technology associations.

B.      To acquaint members with the goals, objectives, and resources of the Special Library Association and American Society for Information and Technology associations.

C.      To encourage professional contacts within the field of librarianship.

D.      To provide the members of the Student Chapter with official representation to the Special Library Association and American Society for Information and Technology associations and other relevant organizations.

E.       To actively promote leadership skills and involvement in professional activities beyond the classroom.

F.       To provide a local forum for the exchange of ideas and information about trends, issues, and opportunities in the profession.

G.      To develop skills and relationships that will enable students to have a creative impact on the profession.

H.      To increase awareness of national issues in library and information science.

ARTICLE III

Membership Requirements

A.      Membership shall be open to all students currently enrolled in a Library and Information Program class at the University of Hawaii at Manoa.

B.      All members are strongly encouraged to be members of the Special Library Association and American Society for Information and Technology associations.

C.      An officer of this organization must be a classified graduate student accepted in the LIS Program at the University of Hawaii at Manoa and a member of the national American Library Association.

D.      Members will pay a one-time membership fee while enrolled as a student of the LIS program at the University of Hawaii at Manoa.

ARTICLE IV

Activities

A.      The chapter shall hold a general membership meeting during the Fall and Spring semesters.

B.      Activities and programs will be planned in accordance with the Purposes set forth in Article II.

C.      Activities and programs sponsored by the chapter will be open to individuals who are not chapter members.

ARTICLE V

Officers and Executive Board

A.      The officers of this organization shall consist of a Chair, Co-chair, a Secretary, a Treasurer, Publicity and Membership director.

B.      The Executive Board shall consist of the officers and the Faculty Advisor as member ex-officio. 

C.      The officers shall have the following responsibilities:

1.      The Chair shall have the ultimate responsibility for the functioning of the organization and its relationship with SLA or ASIST headquarters.  The Chair shall convene and conduct the general membership meeting and has the primary responsibility for membership recruitment and election of new officers.  The Chair shall appoint committee heads and work with other LIS organizations.

2.      The Co-Chair shall assume the duties of the Chair e latter’s absence and shall assume the office of Chair should it become vacated during the stated term of office.  The Co-Chair shall assist the Chair with the duties of the executive office.

3.      The Secretary shall be responsible for maintaining minutes of all meetings, correspondence files, and records in good order to be passed on to the next Executive Board.

4.      The Treasurer shall be responsible for financial matters pertaining to the organization and shall present a financial report at the beginning and end of her/his term of office.

5.      The Faculty Advisor shall be recommended by the Chair of the LIS Program and approved by the members of the student chapter.  The Faculty Advisor shall act as liaison between the student chapter and the Special Library Association and American Society for Information and Technology association and between the student chapter and the LIS program.  The Faculty Advisor shall also oversee the orientation of members to the Special Library Association and American Society for Information and Technology associations and the election of officers.

ARTICLE VI

Elections and Terms of Office

A.      Elections:

1.    All members of the chapter are entitled to vote for the officers of the organization.

2.    Nominations and elections of officers shall be supervised by the Chair and coordinated as needed by the Faculty Advisor for the Fall and Spring semesters.

3.    All elections shall take place by secret ballot.

4.    Vacancies in offices other than Chair that occur during the normal term of office shall be filled by appointment of the Executive Board.

B.      Terms of Office:

Terms for all officers shall be for one academic semester with no restrictions on the number of incumbencies.

ARTICLE VII

Committees/Positions

A.     Committees shall be appointed as necessary by the Chair and the Executive Board. 

B.     Committee Chair positions are assigned on a volunteer basis. 

ARTICLE VIII

Parliamentary Procedures

All questions of parliamentary procedure shall be decided in accordance with the forms laid down in the latest edition of Robert’s Rules of Order.

ARTICLE IX

Amendments

Proposed amendments to this Constitution may be introduced by any member at any meeting or by petition to the Chair.  Ratification shall be determined by a majority vote of those present at the next meeting of the organization.

ARTICLE X

Ratification

Ratification of this Constitution shall be in accordance with the rules set forth for amendment to this document.
