The English Language Institute (ELI) is a part of the Department of Second Language Studies. The primary purpose of the ELI is to provide English instruction for students who have been admitted to the university and who do not speak English as a native language (predominantly, but not limited to, international and immigrant students), in order to facilitate their academic studies. The University of Hawai‘i English Language Program (HELP) is an intensive English language program run by the Department of Second Language Studies.

HELP program focuses on Academic English preparation. Students who complete the HELP curriculum are conditionally admitted to the University of Hawaii. The curriculum covers all four skill areas, as well as the content areas of TOEFL/TOEIC, Business and Travel, Language in Literature, Social Studies, Media and Communications, and general English studies.
