About Word 2000 & 2003:
Microsoft Word versions 2000 and 2003 are notorious for producing odd coding or grammatical syntax such as multiple "?&!" when saving as a WebPage or htm. To help eliminate strange characters/marks in files one can alter the encoding to Unicode.

Saving in Unicode
In Word go to "File", select "Save as Web Page".

Verify that the page is saving as a "Web Page (*.htm, *html)" and NOT "mht" (use pull down menu next to "Save as type" and choose appropriate setting if need be .

Select the tab option for "Tools" and choose "Web Options"

Select the tab for "Encoding", choose "Unicode" and click OK.

Verify where you are saving this file (desktop or myDocs) and click "Save" . Proceed to upload to your course.
