About Word 2000/2003 & 2007 :
Microsoft Word versions 2000 through 2007 are notorious for producing odd coding or grammatical syntax such as multiple "?&!" when saving as a WebPage or htm. To help eliminate strange characters/marks in files one can alter the encoding to Unicode. **for 2007 also make sure that files are saved in a 2000-2003 format instead of .mht which it defaults to.

Saving in Unicode
In Word go to "File", select "Save as Web Page".

Verify that the page is saving as a "Web Page (*.htm, *html)" and NOT "mht" (use pull down menu next to "Save as type" and choose appropriate setting if need be .
