PROPOSED AMENDMENTS TO THE SENATE BYLAWS
Presented to the Mānoa Faculty Senate on February 16, 2005
Committee on Administration and Budget (CAB)
CAB is responsible for review of the Charter and Bylaws and for proposing amendments as needed. Last year, CAB conducted a comprehensive review of these documents and proposed a rather large number of amendments.
Among the many amendments were new descriptions of the duties of CAB and CSA and some small changes to Athletics. The changes were initiated by the committees themselves. These were proposed and discussed last year. They were uncontroversial, and no one spoke in opposition. Unfortunately, during the Senate meeting at which amendments were adopted, time and quorum ran out, and we inadvertently failed to vote on these.
CAB is therefore proposing them again this year.
New description of CAB:
Committee on Administration and Budget.
The Committee is responsible for matters dealing with administration and budget, at the Manoa campus, and also at the System level, to the extent that the Manoa campus is affected by System actions. The Committee shall review administrative policies and procedures, proposals for reorganization, the responsibility of major positions, and the procedures for filling positions. The Committee shall review administration's policies and procedures regarding the budget, and other matters relating to the distribution and expenditure of funds. The Committee shall monitor the administration's actions to ensure that they are open and give ample opportunity for faculty consultation and shall review University policies regarding academic decision making and policy development and propose modifications as required. The Committee shall conduct regular reviews of the charter and by-laws of the Senate and of the Congress and shall propose amendments as appropriate. The Committee shall review the condition of the physical facilities, the operation of auxiliary services, and proposals for capital improvements and their implementation.

The Committee shall examine physical conditions and facilities on campus; make-up of the Congress and Senate; and ongoing need for changes in the Charter of the Faculty Congress and Senate, Regent policy on "Academic Decision-Making and Academic Policy Development," and like University policy. In addition, the Committee may provide advice, as requested by or through the President, on matters of concern to the Committee.
The Committee shall have a Standing Subcommittee on Budget, to work with the Manoa Budget Advisory Committee which is advisory to the President for preparing the biennial budget of the University.

Committee on Student Affairs.
The Committee shall provide oversight of student affairs and make specific recommendations to the Senate Executive Committee on issues related to the improvement of quality educational and co-curricular experiences for students. These include, but are not limited to: registration, advising, dismissal, withdrawal from courses, student government, and both undergraduate and graduate student publications. In carrying out its responsibilities, the Committee will be guided by the philosophy that the university has an obligation to address and support the holistic development of students through its programs and services, and, further, that a collaborative educational environment enhances student learning and growth, and that an articulated, realized commitment to dignity, difference, and diversity is essential.

Changes to Committee on Athletics
It is in the purview of the Committee to recommend to the UH President, through the SEC, changes in the NCAA policies and guidelines. In addition, the Committee may provide advice and/or specific suggestions, as requested by or through the President or Chancellor, on matters of concern to the Committee.
