Whereas in several instances the Senate and Congress Bylaws and the Senate and Congress Charter require that voting take place by "secret written ballot"; and
Whereas the term "written" is ambiguous as to whether electronic ballots are permitted; and
Whereas secure electronic voting can fill the intended function of a secret written ballot:
Therefore be it resolved, that
The Senate understands the Bylaws as permitting secret and secure electronic votes as a form of secret written ballots; and
The Senate authorizes the Committee on Faculty Service to conduct secret and secure electronic voting; and
The Senate urges the Committee on Administration and Budget to propose a revision to the Bylaws amending "secret written ballot" so that electronic voting is unambiguously permitted.
