RESOLUTION REQUESTING MODIFICATION TO THE FY 2015-2019 PROPOSED PARKING RATE SCHEDULE

Whereas, Faculty parking on campus is important to allow faculty to carry out their academic responsibilities and duties, which include being accessible to students on campus; and

Whereas, Commuter Services has proposed increasing parking rates for FY 2015-2019 totaling, for students by 61%, for faculty and staff by 92% for lower campus, and for faculty and staff by 108% for upper campus; and
Whereas, Commuter Services at UH Mānoa is requesting fee increases, arguing the need “to keep up with important repair and maintenance projects”; and

Whereas, The law (Act 240, Session Laws of Hawaii 1990) states that revolving funds such as the Parking Revolving Fund should "reflect a clear link between the benefit sought and charges made upon users or beneficiaries of the program"; and

Whereas, We support appropriately funded alternative transportation solutions; and

Whereas, Much of the money proposed for increase would go to subsidies unrelated to Parking such as TheBus ($420K) and the Rainbow Shuttle ($628K), in contradiction to the law, instead of to the construction, operation, repair and maintenance of parking facilities that Commuter Services says are urgent, and without sound research on the number of additional faculty/staff that would use free bus passes and reduce parking enough to justify the cost; and

Whereas, The benefits of the free shuttle services accrue to the entire UHM campus, but the cost is borne entirely by those paying for parking from monies deposited in the UH Manoa Parking Revolving Fund that legally should only be used for construction, operation, repair and maintenance of parking facilities; therefore, be it

Resolved, That the Manoa Faculty Senate strongly recommends to the Board of Regents and the Mānoa Chancellor’s Office that the parking fees charged to users should reflect only the actual cost of providing and maintaining parking and not other services such as shuttle services and bus passes; and

Resolved, That the percentage increases in parking fees be the same for all categories of parking and across all categories of those purchasing parking, thus not setting up artificial divisions between faculty, staff and student parking; and

Resolved, That the Manoa Faculty Senate requests that this recommendation be submitted by the Senate Executive Committee on behalf of the Senate, to the Board of Regents as Senate testimony prior to the public hearing.
