Communicate with the Senate

RESOLUTION RELATING TO SUSPENSION OF DIFFERENTIAL GRADE LIMITATIONS FOR TRANSFER OF CREDITS

WHEREAS the University of Hawaii at Manoa is a land-grant university, established to provide higher education opportunities for Hawaii's citizens, and

WHEREAS many students complete coursework at community colleges or at institutions outside of the University of Hawaii system and later transfer to Manoa, and

WHEREAS national standards and practices permit only the transfer of credits and not the transfer of grades and grade points between campuses and institutions, and

WHEREAS the University of Hawaii considers a D to be a passing grade that is used in calculating grade point averages, and

WHEREAS, historically, minimum grade requirements for transfer of credits from out of system institutions have been set higher (C) than those for credits obtained within the University of Hawaii system (D), and

WHEREAS students transferring from other institutions, as well as Manoa students who study at universities on the mainland or abroad for a period of time, should not, arguably, be held to a higher grade standard than University of Hawaii community college transfer students, and

WHEREAS as a matter of educational policy, all applications for transfer of credits for equivalent coursework to Manoa should be evaluated by a uniform criteria, and

WHEREAS many of our benchmark peer institutions, including the University of California Davis, University of Washington, UCLA, University of Michigan, University of Iowa, and University of Florida accept for transfer courses for which D grades are earned, and

WHEREAS UH-Manoa programs may establish their own minimum grade restrictions for specific courses as an integral part of their degree requirements, therefore

BE IT RESOLVED that the Manoa Faculty Senate recommends that credits earned for coursework substantially similar to UH Manoa courses at institutions outside of the University of Hawaii system and fully accredited by U.S. regional accrediting associations be deemed transferable to the University of Hawaii at Manoa provided a grade of D (not D-) or better is earned.
