UH Mānoa Faculty Senate CPM Resolution on Tenure/Promotion Dossier Simplification

Whereas, at the November 2007 Faculty Congress, Chancellor Hinshaw encouraged us to “challenge bureaucratic practices that don’t add value,”

Whereas, a dossier following the current dossier guidelines and forms is time consuming, dated, and unnecessarily complex and bureaucratic for the candidates and reviewing bodies,

Whereas, the current process wastes paper, creating multiple copies in huge stacks of large folders that must be securely transported and stored,

Whereas, Vice Chancellor for Research and Graduate Education interviews with key stakeholders and two focus groups of faculty who had recently submitted dossiers produced no evidence of added quality or value,

Therefore, be it resolved that the University of Hawaii at Mānoa Faculty Senate supports the effort to streamline, simplify, and codify existing guidelines and forms to make for a more efficient submission and review process with the ultimate goal of a secure, paperless submission process, incorporating the following specific changes:

FORMS AND ACCESS:

1. Develop a campus-wide standard curriculum vita format,

2. Make vita and tenure/promotion application pdf form fillable and savable,

3. Develop a secure site where tenure materials can be easily uploaded by the

candidate and reviewed by various parties,

DOSSIER:

1. Delete Chair verification except for classes taught,

2. Discourage internal support letters from candidate’s own department and

non-confidential letters,

3. Limit length of sections,

4. Delete Present and Future Value section,

5. Allow simpler formatting on paper format before new system is

implemented (simplify pagination, labels for name and page numbers,

three-hole punch, binders).
