#11: Senate appointments to campus-wide committees follow-up (SEC): The SEC developed a tracking system for faculty membership (by Senate appointment) on campus-wide committees. This system enables the Senate to more easily request reports from Senate appointees to these committees. In November and April of each year the SEC will request an end of semester report from standing committee members (joint reports where more than one appointee serves on a particular committee).

#12: Faculty Housing (SEC & CAB): A proposal to modify faculty housing policy has been prepared by administration but has not yet heard by the BOR. Many faculty are concerned that the lack of faculty housing is having a negative impact on recruitment. SEC will follow-up on the status of the faculty housing proposal and ask the BOR to prioritize the issue on their agenda, if necessary.

#13: Native Hawaiian hiring proposal (CAB): The SEC will work to develop a proposal or proposals to increase the number of native Hawaiian faculty across disciplines in consultation with key constituencies. SEC will report the product of their effort to the Senate on or before March 2012. [COMPLETE]

#14: MAC/CoRGE bylaws change for Senate and Congress (CAB): MAC and CoRGE are not currently identified as standing committees in Senate by-laws. MAC was formed three years ago and COR was re-configured as CoRGE in Spring 2011. CAB is asked to recommend additions to the by-laws to reflect the current status of each committee by October 2011. #15: Complete MFS Charter/By-law/Rules of Order review/edit proposal (SEC & CAB): CAB is asked to conduct a complete review of the Senate Charter, By-laws and Rules of Order and make specific recommendations for any changes necessary to better reflect the current functioning of the Senate and/or to eliminate conflicting language. It shall consult with the SEC and other committees as needed and will attempt to take key changes to a preliminary vote of the Senate when possible, so as to avoid the end product having to be considered as a whole.

#17: Kewalo (CAB/CoRGE): Possible closure of the Kewalo Marine Laboratory (KML) has been discussed for the past 2-3 years.  There is no formal proposal to do so at this time. SEC members discussed a process for ensuring faculty review of any formal proposal to close KML with the VCRGE and VCAFO in Spring 2011. CAB/CoRGE are asked to follow-up with both Vice Chancellors to develop a suitable process and make a report/recommendation to SEC by December 2011.

#18: Review of marine facilities at UHM (CAB, CoRGE): CAB and COR prepared a draft report on marine facilities that was posted on the Senate website in May 2011. The committees are asked to finalize their report in time to provide a report at the September 2011 Senate meeting. [COMPLETE]

#19: Quality of Graduate Programs (CoRGE): The Working Group on Graduate Education was formed in part to address the issue of unevenness across graduate programs, i.e., proportion of funded students, time to completion, post graduation in field employment, etc. That group proposed a change in configuration of CoRGE so that the Senate would have a standing committee equipped to address graduate education issues. CoRGE is asked to work with the VCRGE and Grad Division and make recommendations to the Senate by December 2011 for any necessary policy changes that would increase consistency of quality across graduate programs.

#20: Graduation/dissertation defense timing (CoRGE): In Spring 2011 the SEC was asked to weigh in on a policy question pertaining to whether Ph.D. candidates should be allowed to “walk” prior to successfully defending their dissertations. Since the elimination of a Summer graduation ceremony, students who are potentially eligible for graduation in Spring or Summer have been allowed to participate in Spring Commencement. CoRGE is asked to consider whether this policy is appropriate for doctoral candidates and make any necessary policy recommendations by October 2011.[COMPLETE]

#21: Graduate Student Bill of Rights (CoRGE): Several issues involving variability in policy and practice for providing graduate student support and mentorship across departments have been identified. The CoRGE is asked to review a draft Graduate Student Bill of Rights prepared by SEC and consult with GSO in order to make any recommendations for Senate action to SEC on or before March 2012. #23: High DFIW course follow-up (CAPP, MAC, GEC): Certain undergraduate courses at Manoa have disproportionately high (combined) F, I, and W rates. Some of these courses are part of the general education core. CAPP, MAC and GEC formed a collaborative working group to review the problem of courses with high F, I and W rates and made recommendations that were endorsed at the April 2011 Senate meeting. The committees are asked to form a joint working group to address implementation of the recommendations and report at the April 2012 Senate meeting.

#24: Critical Thinking Working Group (GEC/CAPP/MAC): GEC is asked to lead a working group that includes members of CAPP and MAC to study approaches to systematic inclusion and assessment of critical thinking skill development into the curriculum. (See Critical Thinking Working Group Page)

#25: Institutional Learning Objectives (CAPP/GEC/MAC): WASC accreditation standards require student-learning objectives at the course, program and institution levels. Manoa does not currently have Institutional Learning Objectives and CAPP is asked to lead a working group that includes members of GEC and MAC to develop draft general institutional learning objectives to be voted on by the Senate on or before the February 2012 Senate meeting. #26: Undergraduate degree plan implementation (CAPP): The AVCUE and advisors, with assistance from departments, have developed 4-year undergraduate degree templates for each department/degree. These templates are designed to help students plan their course of study and facilitate graduation within 4 years. Some departments may not offer courses in a sequence that would enable students to follow the template.  CAPP is asked to study the issue and make necessary recommendations that would eliminate what some currently believe is a ‘truth in advertising’ problem with some 4-year degree templates. The committee is asked to report to the Senate by April 2012.

#28: Faculty experts/pending legislation review/input (CFS): The legislature often studies potential bill issues prior to their introduction. Manoa’s government relations staff reviews issues of interest to the legislature each Fall. CFS is asked to work with Elmer Kaai, Gregg Takayama and others to identify issues for which Manoa faculty expertise could be valuable and then assist in identifying faculty who can serve as resources to the legislature (preparing testimony, producing reports, etc.). The committee is asked to report to the Senate by November 2012.

#29: Senate terms--3 years? (CFS) The committee is asked to evaluate whether a change in Senate terms from two to three years would improve the overall functioning of the Senate. Issues to consider include, but are not limited to stability, workload, and committee functioning. Considerations raised include increasing continuity, balancing new ideas v. continuity, increasing non-senator representation on committees to increase continuity, and the consideration that a 3-year term will lead to a 6 year maximum service limit, rather than a 4 year maximum limit. The committee is asked to report to the Senate by January 2012.

#32: Tenure Promotion Review Committee (TPRC) make-up (CPM): The VCAA is considering a significant change to the TPRC process that will eliminate multiple TPRC’s in favor of a single campus-wide TPRC. CPM is asked to work with the VCAA on this issue and provide a status report to the Senate on or before December 2011.

#34: Individual course advertising (CPM): In Spring 2011 SEC members noticed that one or more departments advertise courses in Ka Leo. Advertisements in Ka Leo are paid. CPM is asked to consider the appropriateness of using department funds to advertise courses and make a recommendation on acceptable forms of advertising for courses on campus to the Senate in October 2011. CPM also points out that the many flyers that are seen around campus and in common student hang out spots off campus are not free. Therefore, CPM does not feel that using departmental funds to advertise courses is inappropriate. Furthermore, we do not feel that a recommendation on acceptable forms of advertising on campus is needed."

The resolution was deferred and CORGE is asked to form a joint working group with CPM to continue studying the issue and report the results of their inquiry to the Senate in March 2012.

#36: Evaluation of Administration/Administrators (CPM, CAB): CPM began studying this issue during the 2010-2011 academic year. CPM is asked to form a joint working group with CAB to continue their study and recommend criteria and process for evaluating administrators to the Senate on or before October 2012. If the CPM/CAB proposal is accepted by the Senate, CPM will conduct the evaluation before the end of the Spring 2012 semester.

#37: Student Athletic Fee (COA, CSA): The Senate should have an accounting of how student athletic fees are spent and the impact of the mandatory $50 student athletic on student attendance at games. For example, how many students are taking advantage of the “free” tickets to UH football games? Is there an increase in student use of athletic department facilities? COA is asked to lead a joint working group with CSA that continues to examine these issues and report to the Senate on or before February 2012.

#38: Composition and selection of Departmental Personnel Committees (CPM) A matter has recently been referred to UHPA and the Faculty Senate relating to an ongoing violation of the UHPA contract and conventions of faculty governance by the Cancer Center Director in which he has appointed faculty of his choosing to the Cancer Center DPC, including appointment of the Chair and other individuals unqualified to serve on a DPC, in violation of the written tenure and promotion policy of the Cancer Center. The broader question for CPM is do determine if there is or, if not, should there be a written University or Senate policy relating to the appointment of faculty to DPC's whereby it is the responsibility of faculty within a unit to propose who should serve on such committees. Since one of the key elements of faculty governance involves control over faculty appointments as faculty representatives to any University Committee, it would seem that this is an important point to clarify. If a Dean/Director can control the DPC then it would appear that no independent faculty oversight of the tenure and promotion process is occurring.

Composition of DPCs in general should be governed by faculty. CPM recommended last year to UHMFS and it was approved that each unit consider appropriate authorship conventions for their faculty and that the objectivity of external reviewers be addressed. General Guidelines for DPCs are in the UHPA Contract, UH Manoa Guidelines and Criteria for Contract Renewal, Tenure and Promotion documents and within specific unit procedures (if approved). Deans have been informed of the UHMFS recommendation that departmental guidelines be reviewed. It is hoped this might be accomplished by May 2012 and sent forward for approval to the VCAA and UHPA."

#51: Request to Reconsider 12/2010 Recommendation on 60 Non-Intro Course Credit Requirement (CAPP): CAPP's 12/2010 recommendation was approved unanimously by the MFS. A faculty member has asked the Senate to reconsider the provision requiring 45 credits of upper division course work. Specifically, the request is to reduce the 45 upper division credit requirement to 35 for the Natural Sciences. The rationale for this request is that the requirement will have a disparate and bad consequence for majors that require many difficult 200 level courses. Substantive and difficult courses with low survival rates populate the 200 level in natural sciences (4 semesters of engineering calculus, organic chemistry), but aren't counted as "upper division". These 200 level courses are required for many Natural Science majors. The easiest fix for natural science would be to lower the UD requirement from 45 to 35. However, even the 35 limit will still delay graduation for many students (estimates range around 15%). For example, the 4-year plans for graduation for biology and botany have at most 35 upper division credits. The other Natural Science departments also have deficiencies in their plans for "model" students who finish in 4 years (except mathematics), but not as severe as the biology and botany degrees.[MISC]
