The UC Berkeley Libraries has an excellent site that describes Berkeley library funding, expenditures, usage data, etc. This is a model for transparency in library decision-making that also makes clear that the challenges that the UH Manoa Library faces are not unique to Manoa but are shared by all academic research libraries at research intensive universities.
