Budget Priority Survey Results

Minutes of the UH Manoa Faculty Senate Committee on Administration and Budget

January 24, 2008, 11:00 a.m., Hawaii Hall 208

Present:  Ross Christensen, Shirley Daniel, Matt McGranaghan, Judith Inazu, Meda Chesney-Lind, Robert Paull, Chin Lee, and Mary Tiles UHM Faculty Senate liaison

Absent:  Karl Kim, John Casken, Sylvia Yuen, David Sanders

The committee discussed the fact that Dr. Casken has resigned as chair due to illness, and therefore a new chair must be elected.  The committee discussed the remaining items to be address for the year to determine the issues of agenda along with leadership.  The two large remaining issues are the biennial budget process and the Arts and Sciences reorganization. 

Ross Christensen agreed to serve as convener for the committee and create the agenda for the spring meetings.  All other committee members agreed to actively participate and share the responsibility for meeting the committee’s charge in the short run.  The group also agreed that we may elect a chair at our next meeting when additional members are present.

The committee reaffirmed the planned meetings dates for spring, which are scheduled for Thursdays at 11 a.m. in Hawaii Hall 208 on the following dates:  February 28, March 20 and April 24. 

The committee noted that proposals for the A&S reorganization were in discussion between the Chancellor and the affected units, and that there is not currently anything for CAB to review.  The Chancellor has been advised and has acknowledged the need to consult the faculty senate before the reorganization is completed.  CAB will be available to consult on the plan when it is presented by the administration.  

Vice Chancellor Cutshaw joined the meeting and discussed with the committee the following items:

Daniel agreed to send a first draft to the committee for comment right away.  Mary Tiles agreed to send the survey out through the Chancellor’s resources.  Matt McGranaghan provided a rough first draft to be incorporated into the survey.

Top notch campuses seem to create and maintain quality in all these areas. UH should strive to do the same. Trim where it makes sense and focus on your human resources first.

Instead, this survey asks us to allocate Facilities dollars between repairing/maintaining our existing buildings in the same condition or constructing new buildings.

We cannot recruit the quality and number of graduate students needed for active research programs at the poor support levels we offer. How then can they save 20% down payment on a 400-500k property when they earn only ~60k per year, and may already have a family. No wonder they leave for a place they can afford to buy, given even rents here are so huge they can consume almost 50% of a salary.
