Chair David Chin called the meeting to order at 3:05 pm.

1.          Approval of Minutes of November 14, 2007: hearing no requests for corrections or changes, the minutes were adopted.

2.          Software for Senate elections: Chair David Chin reported that funding has been received to hire a student to modify software for the senate elections. The software that best suits the needs to handle the elections electronically is a combination of Demo Choice Polls and Open STV. The Committee on Faculty Service will be reviewing their recommendation. The mailing list of faculty who are qualified to vote will be updated shortly.

3.          System Policy on Tenure on Initial Appointment: Committee on Professional Matters Chair Bill Haning reported on the Action Request to the Board of Regents and the modification to Executive Policy E9.215. The Action Request Memorandum to the BOR was modified as follows:

Concerns were raised about the lack of criteria stated and that there is no incentive for junior faculty. In addition, a suggestion was made to include levels of review during a hiring process.

M. Tiles moved to approve, in principle, the faculty appointment section of the executive policy (34 senators were in favor, 7 opposed, 3 abstentions).

M. Tiles moved to reject the classified executives section of the executive policy (30 senators were in favor, 12 opposed, 3 abstentions).

4. System Policy on Department Chairs: CPM Chair Bill Haning discussed concerns that were raised by both UHPA and the Council of Chairs regarding additional duties that is proposed to be assigned to Department Chairs. As the UHPA contract calls for these items to be in the faculty handbook, it was recommended that these items be added to the faculty handbook rather than in an executive policy. It was moved to reject the system policy (1 abstention, all others in favor).

5. Resolution on crisis notification: Committee on Student Affairs Chair Alan Katz presented this resolution regarding crisis notification on campus. This was in response to the recent incident where a student overheard a person on TheBus make threats to the campus. CSA was concerned that the notification to the campus was insufficient and had not allowed individuals to make their own decisions about the level of threat. The resolution was adopted. 36 in favor, 5 against, and 1 abstention.

6. UH Fight Song change: Committee on Athletics Chair Martha Crosby recommended a one-word change in the lyrics to the UH fight song as proposed by the Chancellor and the Faculty Athletic Representative.

      Here's to our Alma Mater,

      Here's to the team with fight.

      RAH! RAH! RAH!

      Here's to old warriors calling,

      Here's to old battles

      won. Here's to Hawaii's victory,

      Here's to each valiant one.

The revision was approved (22 in favor, 8 opposed, 6 abstentions).

The meeting was adjourned at 4:30 pm.
