The meeting was called to order at 11:15 a.m.
The minutes of the September 4, 2008 meeting were approved as corrected.
Chairman Christensen led the discussion of each agenda item as follows:
Proposed policy on procedures for the UHM executive search process (see attached draft). The committee discussed the proposed process and recommended a number of changes for consideration by the UHM faculty senate. A motion was made and seconded to recommend approval of the revised UHM Executive Search process to the faculty senate at its next meeting. The motion carried. The committee agreed to provide the revised process to the UH administration as soon as possible, since there was an indication that some searches might be started very soon and the Senate meets next week. Mary Tiles agreed to carry the motion forward to the SEC.
Policy on senators working part-time in administrative positions. Mary Tiles described the issues that arise when senators also serve as part-time administrators. There may need to be an addition to the Senate bylaws to ensure that no conflicts of interest occur. Dr. Tiles will bring the working for the committee’s consideration at our next meeting.
Tenure on appointment of administrators.
A proposed policy specific to UHM was circulated and discussed to
supplement the UH System Policy E9.215 Executive Policy – Tenure Upon Initial
Appointment. The committee
recommended the addition of the following policy M9.201 for UHM, reflecting the
role of Manoa as a research institution.
I.
Introduction.
This policy clarifies which UH Manoa Executives are eligible for tenure
upon initial appointment under UH System policy E9.215.
II. Restrictions. Only the Chancellor, vice-chancellors, deans and directors are eligible for tenure upon initial appointment and only if the candidate was selected as part of a national search, and only if the department chair and DPC concur. All other UHM executive positions are not eligible for tenure upon initial appointment.
Dr. Tiles agreed to take this issue to the SEC for consideration by the UH Administration.
Discussion of revised faculty housing policies and the 2006 “Resolution on Call for New Proposals Regarding Faculty Housing”
The committee discussed the proposed faculty housing policies that VC Cutshaw provided for our review. The committee agreed that the policies should be brought forward for consideration as soon as possible. The committee found no direct conflict between the 2006 faculty senate resolution mentioned above.
Proposed resolution to support CIP request for new classroom. Further discussion on this issue was tabled until more information about the economic environment and budget status is available.
Proposed resolution requesting administrative commitment to improve research administration. David Sanders agreed to convey the draft resolution to the chair of the committee on research, Patrick Henry.
New Business/old business/other items
Other issues that should be addressed at future meetings include:
- Evaluation of the Chancellor
- Status of the Process Planning Committee
- Status of the A&S reorganization
- Appointment of the VCAA
The committee may develop a list of topics that should be addressed by the Chancellor at the next meeting, and may request her to attend a future meeting to discuss those issues.
