Meeting to order at 3:07pm at Hawaii Hall 208.
The minutes of the October 1 meeting were approved.
- RESOLUTION
ON STUDENT LEARNING OUTCOMES
CAPP reviewed the draft resolution on student learning outcomes (SLO’s). We considered the policy-setting role of a Faculty Senate Committee; ownership of course evaluations; the general education committee; and the roles of faculty committees vis a vis an administrative office.
After discussion, it was decided that the chair would re-draft the SLO document into the form of a resolution for consideration by the Faculty Senate. It would include reference to new WASC standards and the incorporation of Student Learning Outcomes into UHM-1 and UHM-2 documents for future course proposals and course modifications.

TO FORM THE COMMITTEE ON ASSESSMENT
CAPP then discussed the resolution to establish a new standing committee of the Manoa Faculty Senate: the Committee on Assessment (COA). Minor modifications were offered. The resolution will be forwarded to SEC and presented to the Manoa Faculty Senate at its December 2008 meeting.
- STUDY
ABROAD PROGRAM: INSTITUTIONAL
LOCATION
CAPP discussed Professor Judith Kellogg's memo on Study Abroad Program; Sarita Rai answered questions about the issue of the appropriate institutional location of the Study Abroad Program. CAPP supports Study Abroad Council's position. CAPP chair will write a memo stating this CAPP support to the VCAA.
- PROGRAM
REVIEW
AAVCAA Bee Kooker spoke to CAPP about Program Review, the current structure of the Council on Program Review (COPR), and OVCAA planning for modification. Major revisions are “in process”. Four colleges have been reviewed in recent years. As a new procedure in program review, the Dean prepares an executive summary. Several models for the review process are under consideration. Current questions include:
What should be the role of external reviewers?
How does institutional data enter the process?

INSTITUTIONAL RESEARCH OFFICE AT UH MANOA:

Kooker also described the “emergence” of an “Institutional Research Office” at UH Manoa. VCAA is trying to relate academic planning and prioritization to budget and assessments. Further details will be forthcoming.
- PROPOSED
B.A. IN ENTREPRENEURSHIP
By consensus, the committee recommended that the Shidler Business College proposal for a BA in Entrepreneurship be forwarded to the Faculty Senate for approval.
The meeting adjourned shortly after 5pm.
