Faculty Senate Chair Klaus Keil called the meeting to order at 4:02 p.m.

1.  Minutes of the 9/26/2008 Faculty Senate meeting: approved as submitted.

2.  New Business:  Resolution on UH Presidential Searches

Keil noted that, according to Presley Pang, secretary to the Board of Regents (BOR), the BOR has no established procedures on searches for a new UH-System President. Knowing that the matter is of great concern to the UHM faculty, the SEC drafted a resolution on presidential searches for consideration by the UHM FS. (Keil noted that, since this matter involves a broadly shared concern, he had informed other UH campus Senate chairs of the UHM-FS draft resolution.)

Keil read the resolution:

A Resolution on a Recommendation to the University of Hawai’i Board of Regents on the Composition of the Presidential Search Committee

Whereas:

  1. The current President of the University of Hawai’i system has announced his intention to step down in 2009; and whereas
  2. The University of Hawai’i community of stakeholders is acutely aware of the importance of selecting the right person as the next president, and the possible repercussions of selecting the wrong person; and whereas
  3. Involvement of all sectors of the University of Hawai’i community in the Presidential selection process will enhance broad acceptance of the new President's leadership; and whereas
  4. Recent Presidential searches by our peer and benchmark institutions have typically included a substantial representation by faculty on the search committee*; therefore
Be it resolved that the UH-Manoa Faculty Senate recommends to the Board of Regents that the University should
  1. Establish a procedure for searching for the next President that is consistent with established best practice for such a search, such as what is outlined in the AAUP's Presidential Search Committee Checklist (see attached document); and
  2. Include a substantial representation from the Faculty of the University of Hawai’i on the Presidential Search Committee; and
  3. Begin immediately to initiate the search process.

*Examples include: U. Colorado, 2008, 4 faculty out of 15 SC members; U. Iowa, 2007, 8 faculty out of 13 SC members; U. Arizona, 2006, 7 faculty out of 30 SC members; U. Illinois, 2004, 8 faculty out of 19 SC members; U. Michigan, 2001, 7 faculty out of 15 SC members.

After very brief discussion, a motion to approve the resolution was made and seconded.  The resolution was adopted by a unanimous vote.  Keil noted that it would be conveyed immediately to the Regents.

3. Chair's report

Several topics were covered:

4.  Adjournment

At the conclusion of discussion, Keil asked if there was any further business.  Hearing none, he entertained a motion to adjourn.  The motion was passed at 4:26 p.m.

Respectfully submitted,
    Thomas Hilgers, Secretary
