UH Tuition Proposal Circulated for Comment, Modest Increases Continued for Five-Year Period; Final Schedule Subject to Regents Approval Next Year

A proposed University of Hawai`i tuition schedule for the next five years has been drafted and is circulating for comment. The proposal has been formulated for discussion purposes, since official action by the Board of Regents to adopt tuition rates is still several months away, allowing ample time for review and comment.

Students, faculty and others may view a briefing on the proposal via the university's interactive television system (HITS). The briefing is scheduled in mid-January, after classes resume for the spring semester. In addition, public meetings on the proposal are scheduled to take place on four islands during the month of February.

Copies of the proposal are available on all campuses and on the World Wide

Web for review prior to the HITS briefing and public meetings.

Highlights

· The proposed tuition schedule covers the academic years 2000-2001 through 2004-2005. This multi-year schedule brings stability to the UH tuition structure, and makes financial planning possible for students, their families and UH campuses.

· For undergraduates, the proposed schedule continues modest increases instituted over the past two years. At UH Community Colleges, UH West Oahu and UH Manoa, undergraduate residents would pay annual increases of $2, $3 or $4 more per credit respectively. Non-residents would be subject to the same dollar increases as residents except at Community Colleges where there would be no increase due to the already very high non-resident rate.

· UH Hilo would gradually achieve a common undergraduate rate over ten years. Currently, first and second year (lower division) students pay a lower tuition than third and fourth year (upper division) students.

[Note to editors: This release is only a brief summary of the tuition proposal. A schedule of meetings and other information about the availability of the complete tuition proposal is appended , as is a summary sheet detailing proposed tuition rates for full-time students - enrolled for 12 or more credits - in different parts of the UH system. For a thorough analysis of the tuition proposal, those interested are urged to read the complete copy of the document which includes criteria by which the university establishes tuition schedules, policy considerations guiding decisions on tuition by the Board of Regents, institutional comparisons, and a detailed question-and-answer section that offers further explanations of these matters.]
