Annette Chang is an administrative officer for the College of Social Sciences at UH Manoa. She is a major contributor to the college’s budget planning and management process and facilitated the restructuring of support staff.

Chang helped expedite the merger of the College of Social Sciences and the Social Science Research Institute in 1999 and assisted with the expansion of fiscal and administrative support for contracts and grants. This problem-solver also managed the automation of administrative and fiscal procedures in the dean’s office.

Chang is an active member of college-wide committees such as the Council of Chairs and Directors, the Dean’s Management Team, the Research Council and the Support Staff Round Table, which she established.

The Willard Wilson Award for Distinguished Service to the University recognizes exemplary service to the university by a UH employee. It was established by the Board of Regents in 1969 to honor the long-time UH employee and secretary to the board.
