Japan's New National Security Strategy in the Making

Renowned author, diplomat and scholar, Dr. Shinichi Kitaoka will talk about Japan’s first-ever National Security Strategy as well as the restructuring of the legal basis for Japan’s national security.
Dr. Kitaoka is currently the Deputy Chairman of the Advisory Panel on Recon-struction of the Legal Basis for Security for Prime Minister Abe, which discusses and reports on the exercise of the right of collective self-defense and participation in collective security measures. On September 10, 2013, he was also appointed Chairman of the Council on Security and Defense Capabilities by Prime Minister Abe for the purpose of laying the groundwork for the “National Security Strategy†as well as reviewing the National Defense Program Guidelines.
A Professor Emeritus in Japanese Political and Diplomatic History of the esteemed University of Tokyo, Dr. Kitaoka has taught at many distinguished colleges in Tokyo for over three decades. In addition to his numerous achievements in academia, he also served as Ambassador Extraordinary and Plenipotentiary, Deputy Permanent Representative of Japan to the United Nations (2004-2006). He was also Chairman of the Japan-China Joint History Research Committee.
Dr. Kitaoka also holds positions as President of the International University of Japan in Niigata, Professor at the National Graduate Institute for Policy Studies (GRIPS) in Tokyo and Executive Director of Research at the Institute for International Policy Studies (IIPS).
