Visa Updates: Changes to Visa Reciprocity & In-Person Visa Interview Requirements

(Email sent 8/20/2025 at approximately 12:00pm to ISS International Students)

Aloha International Students,

We are writing to inform you of two important updates regarding F-1 and J-1 visas that may impact your international travel plans. The information below is a summary, and we strongly encourage you to visit the International Student and Services (ISS) website for more details.

  1. Changes to Visa Reciprocity: Effective July 8, 2025, the U.S. Department of State has updated its visa reciprocity agreements. For students from approximately 50 countries, this may result in new F and J visas being limited to a three-month validity and a single entry. This means you might need to apply for a new visa each time you leave and wish to re-enter the U.S.
  2. New In-Person Visa Interview Requirements: Effective September 2, 2025, previous interview waiver policies will be reversed. Most F-1 and J-1 visa applicants, including those renewing a visa, will now be required to attend an in-person interview at a U.S. embassy or consulate. This change is expected to increase appointment wait times.

We understand these changes may cause concern. Visit the ISS website for detailed guidance and resources on how to navigate these updates, including how to check your specific country’s reciprocity schedule.  For personalized assistance, we encourage you to speak to ISS advisors: www.hawaii.edu/issmanoa

Sincerely,

International Student Services (ISS)
