New U.S. Visa Policy: Interview Location Requirements

Dear International Students,

This email contains critical information about a new U.S. visa policy that will impact your ability to apply for a visa. 

In a September 6, 2025 news posting, the Department of State announced that effective immediately all nonimmigrant visa applicants (including F-1 and J-1 students) should schedule their visa interviews in their country of citizenship or legal residence.  This ends any option of getting a visa in a third country. However, existing appointments will generally not be cancelled by this new policy. Furthermore, citizens of countries with no visa services must make appointments at designated embassies or consulates (see announcement for list).

What You Need To Do: 

  • Plan Ahead & Consult: Do NOT make non-refundable travel plans until you have a confirmed visa appointment in your home country. If you have questions about your specific situation, please schedule an advising appointment with an ISS Advisor.
