For Students
Step 1
- New Request: Use the ISS Request link to log into Kuali Build to work on a new request. Use your UH username and password. Once you open the form, it will automatically save a draft for you.
- Saved ("Draft") Request: Go directly to your Kuali Build dashboard (https://hawaii.kualibuild.com). Click on "My Documents" to find your draft. Then click on it to start editing. Do not use the ISS Request link, as that will create a new request instead of getting you to your original form.
- Duplicate: If your original request was denied because you had incorrect information, you can go into your "My Documents" list, click the ellipsis (3 dots) next to the denied request and duplicate it. Then, you may enter the correct information without having to re-enter everything on the form.
Step 2
Complete fields for "Section I: Student Information" to access the other sections of the form.
Step 3
In "Section II: Request/Report," select your request from the drop-down menu in the "Request Category" field. The specific form fields for the request will appear for you to complete.
Step 4
In "Section III: Certification," if a request requires your academic/program advisor's certification, you will need to enter your their name in the "Academic/Program Advisor" field of this section. Because the advisor name field automatically shows all names that match your entry, you need to make sure it is the correct name. Go to the Faculty/Staff Directory to double-check if you are unsure. Search for the name, and match the email and department with your advisor. The "Name of Record" in the directory should match the name in the request form field.
If you have missed completing any field, the form will prompt you to complete them.
Once your form is complete, at the top-right corner of the screen, click "Submit." At the top-left of the screen, you will see the number of the form, which will be the "Request ID Number" that can be used to track your form.
Step 5
If required, the request will be routed to your named Academic/Program Advisor for certification.
- If not certified, the request will end there and you will be notified. It may have been denied because they are your advisor, there are corrections needed on the form, or you do not qualify for the request. You may need to contact the Academic/Program Advisor to understand the reason.
- If certified, you will notified, and the request will be routed to ISS for assignment.
Step 6
You will be notified when the request has been assigned to an ISS advisor or staff member to handle. The notification will include the estimated number of business days it will take to review and process.
Step 7
An ISS advisor or staff member will review your request.
- If not completed/processed, your request will stop here and you will be notified with the reason. If you need to correct and resubmit, you can go to Step 1 and duplicate the request to save time from entering the information again. Then, correct the fields that were a problem.
- If completed/processed, you will be notified, and given information on completing the process. If a document(s) needs to be issued to you, the notification will inform you about how to retrieve it (via download or in-person pick-up). If no document is issued, the request stops here.
Step 8
For Download: Click on the "View Task" link in the approval confirmation email to access the form that contains your document(s). You may be required to login to Kuali Build again. Download your document(s). When finished, click "Mark Complete" to end the request. The request stops here.
For Pick-Up: Go to the ISS Office as soon as possible to retrieve your document(s). ISS is located in the Queen Lili'uokalani Center for Student Services, room 206, and is open weekdays from 8:30 am to 3:30 pm, except for State and Federal holidays. You will need to provide your UH ID to verify you identity for pick-up. The request stops here.
Follow these steps to cancel/withdraw any requests that have not yet been approved or processed. Do not do this to cancel or end approved authorizations.
Step 1
Log into Kuali Build using your UH username and password.
Step 2
At the top-middle of the landing screen, you will see links to "Action List" and "My Documents." Click on "My Documents" to open up your list of documents that are pending. The label "In Progress" will be at the right-hand side of each form that has not been acted upon.
Step 3
Find your request to ISS. Under the column "Document Type," it should be titled "ISS Request Form." If you have several listed, find it by the request ID number under the column "Title."
Step 4
Once you have found the request, click on the ellipsis (3 dots) on the right-hand side of the request line. Click on the word "withdraw" when it appears. The label will then change to "Withdrawn." This will cancel the request.
An approved request is a request that has been authorized (Example: CPT) or processed (Example: name change).
- For approved requests based on start and end dates: These may be canceled or ended depending on the timing of the request.
- Step 1: Follow the same steps for "Submitting a Request." In "Section II: Request/Report," select "Cancel/End Approved Request" from the drop-down menu in the "Request Category" field. The specific form fields for the request will appear for you to complete. You will need the Request ID Number of the original request form.
- Step 2: Cancel or End
- If the authorization has not started, it will be canceled.
- If the the authorization has already started but not reached its end date, it will be ended early.
- For approved requests based on updating or changing information: These may not be canceled.
- Step 1: Submit a new request. The information cannot be canceled, but only updated or changed again.
For Academic/Program Advisors
Step 1
You will receive an email from "Kuali Notifications" with a subject heading titled "ISS Request to Certify." Below is the content of the message:
The International Student Services (ISS) Office received the following request from Viet T Ngo (viet@hawaii.edu), who named you as their academic or program advisor. The information provided on the submission form requires your certification.
You will need to access the form in UH Kuali Build using your UH login information. Follow the directions below.
FOR CERTIFICATION: [title of specific request category]
Submission Date: [YYYY-MM-DD]
REVIEW: Review the information entered by the student. If you haven't already, you may wish to discuss this form with the student before moving it forward.
DENY: If this form was sent to you by mistake, or information on the form needs correction by the student, or the student does not qualify for the request.
COMPLETE REQUIRED FIELDS: Some fields may require your input. Please complete these fields with the appropriate information.
APPROVE: If you are satisfied with the completed form, please click "Approve" to move it to ISS for review. Thank you.

From the email, click on "Begin Review" to access your student's request form.
Step 2
Review the entire form. Some requests may have attachments. It is recommended that you review the attachments as well.
Step 3
- Send Back: If you feel the form needs corrections before you can certify, go the top right-hand side of the form and click on the ellipsis (3 dots). It will then show you the option to "send back" or "deny." Click "send back." This will open up another window to choose who to send it back to. Choose "Form Submission," then add notes as required. This will send the form back to the student, who will see your notes at the top of returned form.
- Deny: If you not feel that you are the appropriate advisor to certify the form or do not believe the students qualifies for the request, go the top right-hand side of the form and click on the ellipsis (3 dots). It will then show you the option to "send back" or "deny." Click "deny," then add notes as required. This will end the request, and a notification will be sent to the student. The student will not see the notes as those only show in the workflow, which is not visible to the student. The following message will be sent to the student: "Your Academic/Program Advisor may not have certified your request because they are not your advisor, or they may not believe you are eligible. For details, contact your advisor."
Step 4
In "Section III: Certification," you may see additional fields that you must complete (go to the "Request Categories Requiring Advisor Certification" accordion to see what categories have additional fields to be completed by you).
Step 5
After completing any necessary fields in "Section III: Certification," you will also see a certification statement. Check the box to "agree," then at the top right-hand side of the form, click "Approve" to move the request to ISS. Your part in the request process is now completed.
Certification of a student's request means that you are confirming the accuracy of the academic information and status that the student has entered on the request form. In some cases, you may be requested to fill enter additional required information. Only certain requests require academic/program advisor certification. These are:
- Program Extension for F-1
- Advisor confirms the new end date of the student's program.
- Program Extension for J-1
- Advisor confirms the new end date of the student's program.
- Curricular Practical Training (CPT)
- Advisor confirms that the CPT is required for the student's program of study.
- Check that the evidence submitted to justify the academic requirement for the work/training is correct.
- Check that the evidence of the job information is correct and acceptable to the program requirement.
- Co-operative Education Program: The advisor of the Mānoa Career Center (MCC) Co-op Program must confirm the studentʻs qualification and placement in the program.
- Optional Practical Training (OPT)
- Pre-Completion OPT: Advisor confirms the expected completion date of the student's program of study. This must be after the Pre-Completion OPT requested end date.
- Post-Completion OPT: Advisor confirms the expected completion date of the student's program of study. This must be before the Post-Completion OPT start date.
- Post-Completion OPT during thesis/dissertation stage: Graduate students may start Post-Completion OPT before they graduate, only if it will take place in their thesis/dissertation stage. The advisor must confirm that the student has completed or will complete all required coursework except the thesis/dissertation or equivalent by the completion date entered on the form.
- J-1 Academic Training (AT)
- Advisor confirms that the AT is required for the student's program of study.
- Check that the evidence submitted to justify the academic requirement for the work/training is correct.
- Check that the evidence of the job information is correct and acceptable to the program requirement.
- Enters information for:
- AT goals and objectives;
- How AT relates to the major; and
- Why the AT is an integral or critical part of the student's academic program
- Enrollment Abroad/Away
- For research abroad, the Advisor confirms semester(s) and courses in which the student will be enrolled abroad.
- For study abroad through the Study Abroad Center (SAC) or Mānoa International Exchange (MIX), the program advisor for the UHM study program must confirm the semester(s) away, and the acceptance, participation and full-time enrollment while in the program.
- For study away on National Student Exchange (NSE), the UHM NSE advisor must confirm the semester(s) away, and the acceptance, participation and full-time enrollment while in the program.
- Reduced Course Load (RCL)
- For J-1 students who are basing their RCL request on an academic reason, the Advisor must provide the "bona-fide academic reason."
