Covid-19 Test Required for Departure
The U.S. Centers for Disease Control and Prevention (CDC) issued an order that all international travelers to the United States must provide proof of a negative Covid-19 test within 72 hours of departure. This order went into effect January 26, 2021, and affects all travelers, including U.S. citizens and residents. Be advised that the CDC requirement and the Hawai'i quarantine requirement are separate.
State of Hawaiʻi Quarantine
All arrivals to Hawaii (resident and non-resident) are required to quarantine for at least 10 days in one place of lodging without proof of a negative COVID-19 test. All arrivals to Hawaii (resident and non-resident) without proof of a negative COVID-19 test from Trusted Testing and Travel Partners, currently limited to facilities in Japan, Korea, Taiwan and Canada, are required to quarantine for at least 10 days in one place of lodging. Read and follow the directions on the Hawaii Department of Transportation website regarding Continental United States and International Travelers. Meals must be arranged to be delivered to your place of lodging, and you may not venture outside during this time. Failure to follow this quarantine may result in arrest and a fine. Students should take this into account when planning their arrival date.
To avoid quarantine, travelers may provide a state-approved negative test from a state-approved provider within 72 hours of departure and uploaded to the Safe Travels platform or printed out and in hand upon arrival to Hawaii. To pass the CDC screening and Hawai'i quarantine, it would be best to take one test that is on the list of Hawai'i providers, if possible. See the Safe Travels Hawaii Program website often for updated details.
UH Manoa Modified Quarantine
The Fall 2021 UH Mānoa Modified Quarantine (MQ) Program is a limited exemption to the State of Hawaii’s mandatory 10-days quarantine requirement and is for international students registered to attend UH Mānoa in-person this fall, but arriving from countries that do not have Trusted Testing and Travel Partners (TTTPs) or stopping through a U.S. city without TTTPs. Students accepted in the MQ program must still self-isolate for 10 days and are only allowed to leave their residence to take the COVID-19 test in the first 48 hours of their arrival in Honolulu, or for required medical attention. Following the University’s acceptance of a negative COVID-19 test result, students can move into a Bubble Quarantine (BQ) phase and are allowed to engage in restricted university activities.
Please see detailed information and how to participate in the UH MQ Program: https://manoa.hawaii.edu/moving-forward/modified-quarantine-uhm-students/#covid-testing-sites-oahu
